The Opportunity
We are pursuing qualified candidates to fill Program Specialist III, CEO positions within the Chief Executive Office’s Workers’ Compensation section.  The position provides professional services to operating departments regarding complex problems in the administration of Workers’ Compensation.

Position Duties

Position Responsibilities

  • Assists in resolving complaints/problems related to Workers’ Compensation 
  • Assists in developing new or updating current Workers’ Compensation programs, policies, and procedures 
  • Monitors the Los Angeles County Self - Insured Workers' Compensation program
  • Prepares various complex documents (e.g., detailed settlement authorizations, fiscal reconciliations, reports, policies and procedures, instructional materials, charts, graphs, tables, retro – temporary disability forms) related to Workers’ Compensation with investigative, factual and analytical data
  • Assists in conducting or conducts formal training sessions/oral presentations related to the Los Angeles County Self - Insured Workers' Compensation program
  • Stays current on knowledge related to the Workers' Compensation program

Minimum Qualifications

Requirements to Qualify

Three (3) years of journey-level experience, within the last five (5) years, administering or adjusting California workers' compensation indemnity claims, -AND- possession of a valid California Self Insurance Certification of Achievement, obtained by passing the California State Self Insurance Plans exam.

License
A valid California Class C Driver License or the ability to use an alternative method of transportation when needed to carry out job-related essential functions.

Certificate Information
Applicants must demonstrate that they have successfully passed the California State Self Insurance Plans (SIP) exam by uploading and attaching a legible copy of their California Self Insurance Certification of Achievement with their application.  Alternatively, documents may be emailed to Jasmine Hines at [email protected] within seven (7) calendar days of applying.  If we do not receive verification of certification completion, you will not be permitted to continue in the examination process.

We do not accept password-protected documents. Ensure documents are unlocked before attaching to your application or emailing to the exam analyst.

Physical Class II
Light - This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Veteran's Credit Information
If you are a veteran, you may be eligible for veteran’s credit, which is an additional 10 points added to a passing score. To be considered, we will need to review a copy of your DD214, so please include as an attachment with your application, or email it to [email protected] as soon as possible. Submitting your DD214 promptly helps ensure smooth and timely processing. 

Out of Class experience will not be accepted for this examination.

Our Assessment Process: This examination will consist of THREE (3) parts:

Part I: A Multiple-choice and/or simulation assessment(s), weighted at 50%, assessing:

Part II:  An evaluation of Training and Experience, weighted at 25%, assessing:
  • Professional Technical Knowledge
  • Political & Organizational Navigation
  • Customer Service 
  • Data Analysis and Problem Solving

Only those candidates that achieve a passing score of 70% or higher on Part I and Part II of the examination will advance to Part III - The Writing Assessment.
 
Part III:  A Writing assessment, weighted 25%, assessing:
  • English Structure and Content 
  • Written Expression
  • Prioritizing Information

Candidates who meet the requirements and achieve a passing score of 70% or higher on each weighted test part will be placed on the eligible register.


Exam Review
Some exam components are not subject to review by candidates. Multiple-choice and/or simulation assessments are not reviewable by candidates per Civil Service Rule 7.19.



Transfer of Test Responses
  • If you have taken identical components recently for other exams, your responses may be automatically transferred to this exam.
  • This examination contains test components that may be used on future exams, and your responses could be transferred to that exam.


Test Preparation 
We provide study guides and other test preparation resources to help candidates prepare for employment tests. While the guides may help with preparing for the test, we recommend reviewing all related materials that seem necessary.


Eligibility and Vacancy Information
Candidates who passed the assessment(s) are placed on an eligible register in the order of their score group for a period of six (6) months. We will use this register to fill vacancies within the Chief Executive Office’s Workers’ Compensation section as they occur.   Applications will be processed on an as-received basis and promulgated to the eligible register accordingly.
