Nature of Work: The IT Coordinator plays a vital role in supporting and coordinating information technology systems across 3Rivers’ merged agencies. This position ensures the alignment of technology, data, and operations to enhance the delivery of high-quality, person-centered services.
Serving as the primary liaison between the organization’s leadership, staff, and managed IT service provider, the IT Coordinator translates technical concepts into practical, user-focused solutions that support daily operations and organizational goals.
This position requires strict adherence to HIPAA privacy and security regulations. The IT Coordinator is responsible for maintaining the confidentiality, integrity, and availability of protected health information (PHI) through secure system management, staff education, and collaboration with vendors. The coordinator models and enforces 3Rivers’ commitment to ethical data stewardship and compliance with all applicable state and federal privacy laws.
Essential Functions:
System Integration and Management
- Conduct assessments of existing IT systems across the merged agencies and develop an integration plan aligned with 3Rivers’ strategic priorities.
- Coordinate with external IT vendors to implement and maintain secure, functional, and user-friendly systems.
- Manage timelines, deliverables, and communication throughout integration projects.
- Oversee hardware, software, and network connectivity to ensure operational efficiency.
Technical Oversight and Support
- Serve as the point of contact for all IT-related vendors and service providers.
- Ensure prompt response and resolution to IT-related issues.
- Oversee upgrades, security patches, and system maintenance.
- Ensure compliance with HIPAA, cybersecurity, and data privacy standards.
Training, Access, and User Support
- Coordinate user setup, access, and removal across systems including Office 365, shared drives, and specialized applications.
- Provide technical support and troubleshooting for agency staff.
- Develop and maintain user-friendly guides and standard operating procedures.
- Conduct new-hire and ongoing technology training focused on secure and compliant system use.
Inventory, Procurement, and Documentation
- Maintain detailed inventory of all IT equipment, hardware, and software licenses.
- Manage device replacement schedules and coordinate procurement with approved vendors.
- Track and process IT invoices and assist with technology budget management.
- Maintain accurate documentation of network configurations, system updates, and integrations.
Business Continuity and Security
- Ensure all security layers (firewalls, antivirus, multi-factor authentication, etc.) are active and monitored.
- Verify that backup systems are functioning correctly and that data recovery processes are tested regularly.
- Support implementation of 3Rivers’ Business Continuity and Disaster Recovery Plans.
- Participate in annual technology audits and security reviews.

Requirements
Physical Requirements/Work Environment:
- This position operates in both a professional office environment and program site settings.
- Regularly required to sit, stand, walk, use hands to operate office equipment, and talk or hear in person and via phone or video conferencing.
- May occasionally be required to lift up to 50 pounds (e.g., supplies, documents, equipment).
- Must be able to travel independently between agency locations and to community meetings or events.
- May require occasional evening or weekend hours depending on agency needs.
- Must be able to remain flexible and responsive to unplanned situations, such as participation in incident response or facility concerns.
Qualifications:
- Bachelor's degree required in information technology, computer science, or related field preferred.
- Proven experience in IT system integration, preferably in a multi-agency or multi-service environment.
- Strong knowledge of system architecture, data management, and cybersecurity.
- Experience working in HIPAA regulated or healthcare/human services environments.
- Excellent project management skills with a successful project delivery track record.
- Ability to communicate effectively with technical and non-technical stakeholders.
- Strong understanding of service delivery systems for individuals with intellectual and developmental disabilities.
- Experience with regulatory oversight, compliance (including MaineCare services , and quality improvement.
- Excellent written and verbal communication skills, including the ability to communicate effectively with stakeholders at all levels.
- High proficiency in Microsoft Office and Office 365 applications and comfort with data systems and electronic documentation platforms.
- Valid and insurable Maine driver’s license required.
- Ability to pass required background checks, to include: Adult/Child Protective Services; criminal history; OIG Exclusion list; National Sex Offender Registry; Bureau of Motor Vehicles record; and Maine CNA Registry.
