General Statement of Job

The CTE Projects Coordinator serves as the primary grant/financial manager and operational lead for Career and Technical Education activities aligned to the federal Perkins Act. This role is responsible for overseeing the financial planning, budgeting, monitoring, and reporting associated with CTE initiatives, ensuring compliance with college policies, state and federal regulations, and grant requirements. The Coordinator works collaboratively with internal departments, external partners, and funding agencies to ensure effective management and successful implementation of CTE projects.  

Specific Duties and Responsibilities

Essential Functions:

  • Manage and oversee all financial aspects of CTE grant-funded projects, including budget development, expense tracking, and financial forecasting.
  • Monitor project expenditures, project progress and performance to ensure alignment with approved budgets and compliance with federal, state, and institutional policies and guidelines.
  • Prepare and submit accurate and timely financial reports to college leadership and funding agencies.
  • Coordinate with Grant Accounting and Business Office to reconcile accounts and resolve discrepancies.
  • Develop and implement internal controls and procedures to safeguard CTE grant funds and ensure fiscal responsibility.
  • Collaborate with staff cross-divisionally to provide financial guidance, training, and support related to project budgets and expenditures.
  • Assist in grant proposal development by providing financial data, budget narratives, and projections, as well as the Comprehensive Local Needs Assessment and grant reporting submissions.
  • Maintain detailed documentation of financial transactions and support audits and monitoring reviews.
  • Researches, reviews, evaluates, and documents information, as well as facilitates communication between internal stakeholders, external partners, and funding agencies regarding financial matters and project progress.
  • Track and manage procurement activities in compliance with college and funding source regulations, including micro-purchase thresholds.
  • Lead or support periodic financial reviews and project evaluations to identify opportunities for process improvements.
  • Maintains knowledge of the College’s policies, procedures, applicable federal, state, local laws and regulations.
  • Travels throughout the college district, as needed.
  • Performs other duties as assigned.

Required Education and Experience

  • Bachelor’s Degree required in Accounting, Finance, Business Administration, or related field; Master’s degree preferred.
  • Two (2) years of fiscal, project management or grant management experience, preferably within higher education or grant-funded projects.

Required Knowledge, Skills and Abilities

  • Strong knowledge of budgeting, financial reporting, and compliance requirements related to state and federal grants.
  • Ability to analyze complex financial data and provide clear, actionable insights.
  • Proactive problem-solving skills and the ability to manage multiple needs simultaneously.
  • Excellent oral, written and interpersonal communication skills.
  • Strong computer skills with knowledge of Microsoft Office including, but not limited to, Word, Excel, PowerPoint, and Outlook, the Windows environment, and internet research skills.
  • Ability to prioritize, organize, and complete multiple tasks with attention to detail, within stated deadlines.
  • Ability to work independently as well as a team player within department and with others.
  • Ability to work evenings and/or weekends as needed.
  • Demonstrate commitment to achieving the vision and mission of South Texas College.
  • Ability to read and comprehend simple instructions, short correspondence, and memos.
  • Ability to write simple correspondence and instructions.
  • Ability to effectively present information in one-on-one and small group situations to management and other employees of the organization.
  • Ability to apply practical understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.

Checks, Certificates, Licenses, and Registrations

Physical Requirements

  • Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

  • Ability to make rational decisions through sound logic and deductive processes.
  • Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Standing particularly for sustained periods of time.
  • Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading, including color, depth perception, and field vision.
