THE POSITION:
This position will provide strong leadership across the City Works Team, delivering AlburyCity's civil infrastructure construction and maintenance projects.
Responsibilities
KEY RESPONSIBILITIES:
- Oversee the delivery of City Works daily works operations.
- Lead and manage the team including; performance management, training & development, workflow coordination, workforce planning and developing a high level of morale and harmony.
- Ensure the road network is maintained and developed in accordance with agreed service levels and asset management plans.
- Ensure major construction projects are completed in accordance with the project directives and agreed service levels.
- Ensure the delivery of customer service commitments including quality of services and response times.
- Manage community consultation processes leading to approval of strategies and development plans.
- Improve efficiency through the implementation of continuous improvement programs.
- Develop works program scheduling.
- Input into the preparation of effective asset management systems, including future infrastructure modelling.
- Determine appropriate resource allocation required to deliver services.
- Provide input to business and financial plans including budget preparation, return on investment and ongoing monitoring and reporting.
- Examine opportunities for external work where appropriate.
- Assist with the development and implementation of strategic planning.
- Input into the development of conservation measures and policies to ensure long term sustainability.
- Perform other tasks or duties as directed by the Supervisor which are within the limits of the employee's skill, competence and training.
- Observe requirements of the WHS Legislation, relevant to the job and adhere to AlburyCity Policies and Procedures regarding WHS.

EMPLOYMENT CONDITIONS:
- Based on a 35 hour week, with actual days and times being Monday to Friday, 8.30am to 5pm, with an RDO in accordance with AlburyCity's RDO guidelines.
- In line with the provisions of the Local Government (State) Award, this position will attract a 3.5% Civil Liability Allowance, which is calculated on the base weekly rate of pay.
- This position may involve work outside normal working hours. Additional hours over the standard 35 hours will attract a time in lieu arrangement or payment of overtime rates as agreed in advance with your supervisor.
- This position does not require you to wear a compulsory uniform, however you must follow the dress code requirements within the AlburyCity’s Our People Dress Code Standards. Our People are required to present a smart and professional image to the public at all times including when in public and when working remotely.
- This position involves working in a predominantly indoor environment and using a computer is considered a core component of the role. There may be occasional visits to other work locations. The position requires an average level of aerobic and physical fitness to undertake occasional physical activities, such as walking and lifting, along with general manual handling tasks as part of a normal working environment. A medical declaration is required for this position.
- A fully maintained vehicle is available with access to AlburyCity’s Commuter Use Program
- This position is subject to pre-employment and ongoing alcohol and other drug testing in accordance with AlburyCity procedures.
- This position requires the employee to lodge an annual Pecuniary Interest Return.
- This position is delegated with certain powers, authorities, duties and functions of Council under the AlburyCity Delegations of Authority in accordance with section 378 of the Local Government Act.
- This position requires evidence of a current Australian National Police Check.
- This position is subject to alcohol and other drug testing
- This position is located at the AlburyCity Administration Building, 553 Kiewa Street, Albury with occasional visits to external sites/depots as required.
ESSENTIAL CRITERIA:
- Tertiary qualifications in Engineering, Civil Construction or relevant discipline or equivalent, relevant work experience
- Class C (standard) Driver's Licence (compulsory to have & maintain)
EXPERIENCE:
- Significant demonstrated experience in the management of civil construction and maintenance services
- Experience in the leadership and management of a diverse team
