The Parks, Recreation and Community Services Department is actively seeking a Preservation Park Maintenance Supervisor.

This is technical work at the supervisory level in the investigation, identification, coordination and completion of maintenance activities for preservation parks.  Work requires a basic understanding and application of the theories, principles, and practices of preservation park maintenance usually gained through degree granting schools, or an equivalent level of practical knowledge gained through experience. Schedules, assigns, monitors, directs, reviews and evaluates the work of assigned subordinates.  Contacts with others require skill in understanding and/or influencing others which are important in investigating and resolving complaints and scheduling and monitoring work projects.  The work is standardized in that tasks cover substantially diversified procedures and specialized standards and, because of changing priorities or different situations, incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence.  The work involves differing situations requiring use of judgment in searching for solutions or new applications within ones’ own experience.  The work is performed in both office and field environment where there are some risks and hazards, but they are known, predictable and controllable.  Operates motor vehicles, backhoes, beach rakes, tractors, dump trucks, personal computers using word processing, spreadsheet, database and other related software, peripheral and electronic devices, copiers, calculators and scanners, and an assortment of hand tools.  Work involves moderate physical activity which may include walking, standing, sitting bending and includes exposure to dust, dirt and other unpleasant conditions and also may require lifting objects such as equipment, landscape supplies, and/or parts weighing more than 50 pounds.  The work is performed under limited supervision where the work assignments are subject to established methods, techniques and procedures; the worker plans and organizes the work and determines priorities; and the work is reviewed, usually, after the fact, in terms of quality, volume, timeliness, and adherence to established methods and standards.
 

Position Duties

  • Schedules, assigns, monitors, directs, reviews and evaluates the work of assigned subordinates, administering counseling and discipline when necessary.
  • Coaches, instructs, trains and provides technical assistance to assigned staff.
  • Identifies and removes exotic plant species by mechanical means.
  • Completes daily grounds and facility maintenance including mowing, trail trimming, and trash removal, fence and gate repairs, door adjustments, wood railing repairs and oversees the completion of these activities by others.
  • Identifies maintenance needs, and creates and implements preventative maintenance plans.
  • Identifies supply needs, purchase of necessary supplies, tracking of expenditures and processing of invoices.
  • Investigates service requests and complaints to determine appropriate actions, meeting with citizens to mediate resolutions when necessary.
  • Inspects work sites, personnel, equipment and activities to ensure adherence to policies and procedures.
  • Coordinates complaint resolution and work requirements with other departments and private companies.
  • Repairs chainsaws, blowers, weed eaters, small engines.
  • Completes and/or coordinates all preventative maintenance on vehicles, small engines, 4-wheelers, etc.
  • Maintains water park pumps including pH balancing.
  • Reviews work of contractors performing work on city parks.
  • Inspect the work of contractors to assure compliance with service agreement.
  • Enforces administrative and safety regulations.
  • Reviews time sheets and material and equipment records.
  • Determines priorities of jobs.
  • Investigates accidents and equipment failure and prepares reports and maintains records of work performed, problems encountered and disposition of same. 
  • Provides information, direction and assistance to park visitors.
  • Operates a motor vehicle, backhoe, beach rake, tractor, dump trucks, etc. Operates hand tools.
  • Operates standard office equipment such as personal computers using word processing, spreadsheet, database and other related software, peripheral and electronic devices, copiers, calculators and scanners.
  • Communicates clear direction, manages for results, and leads organizational change.
  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, and motivating employees.
  • Demonstrates proficiency in the City of Jacksonville’s competencies.
  • Performs related work as required.

Minimum Qualifications

  • Knowledge of rules, regulations, and procedures governing construction and maintenance activities at a public park.
  • Knowledge of native, invasive and exotic animal and plant species found in Northeast Florida.
  • Knowledge of control techniques for exotic plants and animals.
  • Knowledge of equipment, tools, and materials used in construction and maintenance activities.
  • Knowledge of organizational policies and procedures.
  • Knowledge of principles, practices and techniques used in developing and supervising staff.
  • Knowledge of safety procedures and occupational hazards for construction and maintenance activities.
  • Knowledge of standard construction and maintenance principles.
  • Ability to identify ground wasp nests, venomous snakes and other potentially hazardous species.
  • Ability to do concrete, masonry, wood work repairs.
  • Ability to operate waterpark pumps.
  • Ability to do small engine repairs.
  • Ability to investigate complaints and service requests.
  • Ability to read and interpret construction plans, drawings and maps.
  • Ability to read, comprehend and apply policies, rules, and regulations.
  • Ability to schedule, assign, monitor, direct, review and evaluate the work of assigned subordinates.
  • Ability to prepare written reports.
  • Ability to communicate effective both orally and in writing.
  • Ability to operate a motor vehicle.
  • Ability to operate hand tools.
  • Ability to work outdoors and lift 50lbs or more.
  • Ability to operate standard office equipment such as personal computers using word processing, spreadsheet, database and other related software, peripheral and electronic devices, copiers, calculators and scanners.

Other Qualifications

  • Five-years of education, and/or experience in construction or maintenance of public parks, public forests, or other natural landscapes, two years of which must have been at a supervisory level.
  • Experience and training in conducting prescribed burns is preferred.
LICENSING/CERTIFICATION/REGISTRATION  
  • Registration with the Florida Motor Carrier Safety Administration is required prior to appointment. 
  • A valid Class B Commercial Driver’s License (CDL) is required prior to appointment and must be maintained during employment in this class. 
  • Must qualify for prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville Certification as a Public Driver.
OTHER REQUIREMENTS:
  • The probationary period for this class is six months. 
  • Pursuant to the provisions of Article 39.4 of the Jacksonville Supervisors Association Collective Bargaining Agreement, this classification will be filled by the Rule of Three. 
  • This classification performs safety-sensitive functions and is subject to pre-employment, random and other drug/alcohol testing programs as set forth in the City of Jacksonville’s Drug Free Workplace Policy (0401).
