Job Description
The Operations Strategic Capabilities Unit plays a fundamental role in enabling efficient business and program execution – from strategic capital investments, industrial operations and an efficient supply chain, to state-of-the-art manufacturing and test operations and top-notch facilities management.

What You’ll Do:
- Responsible for supplier sourcing, solicit and lead supplier proposal evaluations; employ value analysis techniques to analyze cost/price technical capability and financial viability, investigate supplier’s ability to perform within the proposed cost, technical, and schedule parameters.
- Responsible for assigned category supplier tactical and strategic relationships, may participate on a Category Management team in the development of category strategies, risk assessments, performance tracking, and to drive supplier performance. Execute and manage category specific, technically complex procurements.
- Represent ISC at various levels on cross-functional teams to drive business success; cultivate and maintain strong working relationships with suppliers, customers, and internal stakeholders.
- Perform all subcontract management functions including modifications, manage funding, track supplier spend, milestone payment plans, evaluate accuracy, and authorize payment of invoices; solicit Engineering Change Proposals, manage Subcontractor Data Requirement List (SDRL) communications and deliverables.
- Responsible for all aspects of subcontract execution from proposal through product delivery. Authorized signature authority for procurements, subcontracts, and contractual point of contact with suppliers.
- Identify supplier risk and opportunities to achieve program objectives; develop risk assessments, manage supplier risk through targeted negotiation strategies/plans in conjunction with the associated team/technical leads; lead contract negotiations. Develop subcontract management plans in conjunction with Category Management teams; determine contractual methodologies for supplier performance that align to the negotiated contractual baseline, such as delivery incentives, fee plans, and required supplier status meetings, programmatic reviews, etc.
- Participate on Strategic Sourcing and Category Management teams.
- Responsible for the management of supplier performance throughout the contractual lifecycle; resolve supplier performance issues and any internal issues that affect supplier performance.
- Responsible for leading the development of category supplier strategic relationships and alignment of suppler capabilities to mission requirements.
- Act in a leadership capacity on procurement, subcontract, or indirect supplier contract management teams, provide vision to the team, and guide the team to higher levels of achievement.
- Maintain a regular and predictable work schedule.
- Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
- Perform other duties as necessary.
On-Site Work Environment: This position requires regular in-person engagement by working on-site three or more days each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required.

Required Skills and Education
- Bachelor’s degree plus 6 or more years of related experience.
- Each higher-level degree, i.e., Master’s Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
- Ability to effectively relate with others and cooperate as a team member.
- Ability to build effective relationships at all levels of the organization, using excellent interpersonal organizational and communication skills.
