Education and Experience: Bachelor’s Degree or higher in Environmental Science, Geology, Business or Public Administration, Environmental, Transportation, Urban, Regional Planning, Design, or a related field, and four (4) years of professional environmental planning experience.
Licenses and Certificates: Valid Texas Class "C" Driver's License or equivalent from another state by the date of appointment.
Position Duties
Under general supervision, oversee and support the management of El Paso Water’s (EPW) land, water, wastewater, and stormwater assets by coordinating property activities, ensuring environmental and regulatory compliance, and working with agencies and stakeholders across Texas and New Mexico.
Minimum Qualifications
Provide assistance, oversight, and coordination related to EPW’s land holdings, including but not limited to properties, water, wastewater, and stormwater facilities, and assets located in El Paso, Hudspeth, Culberson Counties, and New Mexico. Involves: Overseeing and inspecting real properties for EPW. Provide alternate water resources, such as land acquisition for underground and surface water for wells and water rights. Inspect properties for lease violations and follow up on corrective action. Inspect land holdings and order necessary repairs or maintenance. Manage property improvements and coordinate land matters with state and federal agencies, including but not limited to the Texas Commission on Environmental Quality (TCEQ), U.S. Army Corps of Engineers, Texas Historical Commission, and the Environmental Protection Agency (EPA). Ensure projects comply with local, state, and federal rules and regulations.
Participate in developing and maintaining regulatory compliance in land usage. Involves: Meet with private and public sector professionals and representatives. Conduct surveys, research property ownership, and zoning. Review and monitor engineering projects and plans to identify potential environmental concerns early in the design process. Participate in the planning and design phases of infrastructure projects to assess environmental impacts. Perform preliminary assessments, such as identifying environmental conditions or monitoring excavations to determine archaeological significance. Coordinate environmental assessments performed by outside consultants. Obtain archaeological permits, zoning, and land use approvals, as necessary. Coordinate and review contaminated sites, subsurface investigations, hazardous materials, and containment activities. Review environmental impact statements completed by consultants. Present findings and recommendations to leadership, boards, or the City Council as required.
Represent the department and provide technical support and guidance on planning issues. Involves: Attending and participating at Public Service Board, committees, City Council, Borderplex, and Executive Committee meetings. Represent EPW at official project sponsoring meetings, citizen group meetings, and other official gatherings. Coordinate with major developmental planners, transportation industry representatives, and industrial development on upcoming projects that will impact water, wastewater, and stormwater service demands and air quality within the region. Respond to requests for information on ordinances, codes, policies, plans, and procedures. Prepare complex, comprehensive documents on data analysis, special reports, and recommendations, including reports to federal, state, and local regulatory agencies. Plan control strategies for air quality attainment.
Supervise assigned staff. Involves: Schedule assignment, instruct, guide and check work. Appraise employee performance and review evaluations by subordinates. Provide for training and development; enforce personnel rules and regulations, and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, or other employee status changes. Enforce safety rules and regulations.
