Reports To: Assistant Director, Assisted Housing
Summary
Under the general direction of the Assistant Director, plan, organize and supervise Assisted Housing staff; administer the technical functions of the programs; work with the Assistant Director in the development of policies and procedures for Housing programs; assure compliance with federal, state, local and HUD/HACSB policies and procedures; plan, develop and supervise special programs; train, supervise and evaluate the performance of assigned staff; serve as primary liaison with landlords, other housing authorities, and other external stakeholders.
Essential Job Functions
- Supervise assigned staff
- Participate in pre-employment interviews and make hiring recommendations as needed
- Interpret and apply personnel policies, departmental policies, and other relevant policies and procedures
- Review time and leave reports for assigned staff
- Participate in training of subordinates by providing performance feedback and reviewing procedures, as needed
- Prepare and review performance appraisals and discuss Performance Improvement plan with subordinates as appropriate
- Ensure timely completion of performance evaluations for staff
- Counsel employees regarding job performance or failure to adhere to policies and procedures and document in accordance with established procedures
- Recommend disciplinary action as needed
- Monitor work of staff to ensure compliance with established guidelines, policies, and time frames
- Review a sample of work completed by subordinates for accuracy, to detect problems, identify training needs, and ensure compliance with established guidelines
- Answer questions and resolve problems between property owners and clients
- Follow-up inspection requests, as needed
- Review HUD regulations and implement changes as needed
- Develop and recommend forms, manuals, procedural changes to enhance accuracy and consistency
- Work on and audit special projects, such as S.E.M.A.P. and Landlord over-payments
- Conduct staff meetings in order to provide staff with information and updates necessary to accurately perform work
- Prepare and submit regular and special reports
- Participate in hearings as needed
- Input and update information in the computer as needed
- Attend staff meetings, as needed
- Negotiate rents with landlords
- Process leases and contracts, assuring that copies are distributed within established time limits
- Cross train with other supervisor regarding check run, special pays, and other Yardi functions.
- Oversee training of new Housing Specialist staff assigned to team
- Instruct new employees by familiarizing them with applicable federal regulations and authority policies
- Provide procedures for caseload management and customer service
- Provide written and verbal instructions on handling assigned cases
- Provide instructions on computer procedures and data entry, as needed
- Assign experienced Housing Specialist to assist new staff
- Oversee intake department and Landlord Liaisons monitor
- Sample files and conduct quality control review to ensure compliance with rules and regulations
- Assist staff in dealing with difficult clients, answer customer service questions and resolve complaints
- Resolve any problems associated with processing client applications
- Updates and oversee Landlord Workshops
- Post/Approve Monthly Housing Assistance Payments to Landlords and Clients
- Oversee special programs for assisted housing
- Review work of subordinates to assure quality and that goals are being met
- Assist staff in identifying resources available to provide services to clients
- Attend meetings with referral agencies, property managers and clinical case managers
- Review reports to assure that data is entered correctly and that subordinates are achieving established goals
- Create and establish business relationships with other agencies to offer our clientele educational, training, employment and other improvement services that will lead to self-sufficiency
- Develop incentives, recognition's, workshops, etc. to grow and strengthen the FSS and Homeownership program
Knowledge, Skills, and Abilities
- Knowledge of the principles of management and supervision
- Knowledge of modern office practices, procedures, and equipment
- Knowledge of HUD and organizational regulations, policies, and procedures
- Knowledge of Section 8 program requirements
- Knowledge required to perform professional-level work dealing with data, people, and technology that relates to administrative, technical, scientific, engineering, accounting, legal, or managerial skills
- Knowledge of business English, spelling, arithmetic, and vocabulary
- Knowledge of basic computer operations and data entry
- Ability to work in a dynamic environment that requires the incumbent to be sensitive to change and responsive to changing goals, priorities, and needs
- Ability to understand and follow oral and written instructions
- Ability to read, understand, and apply HUD and organizational rules, policies, procedures, and instructions
- Ability to operate basic office equipment including a computer, fax machine, telephone, copy machine, etc.
- Ability to establish and maintain effective working relationships with the public, residents, and other employees
- Ability to interact with the public, businesses, and other organizations in obtaining and providing information in a polite and efficient manner, both in person, and on the telephone
- Ability to use sound judgment in order to make decisions in accordance with established procedures and guidelines
- Ability to work in a responsive environment where co-workers and citizens present problems for resolution
- Skill in communicating orally with others, particularly clients and landlords in order to explain responsibilities, resolve disputes, and answer questions
- Skill in dealing with people in a polite and diplomatic manner
Minimum Qualifications
- Requires a Bachelor’s Degree in Public Administration, Sociology, Psychology or related field.
- Requires four (4) years of experience in social work, housing or related field; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.
Other: Valid Florida Driver’s License Insurable under the agency’s insurance policy
