Under the direction of the ESC Director, the Outreach Specialists works to raise awareness of community resources with a focus on the Earned Income Tax Credit and Early Success Coalition Network programs and connects community members with available resources. Supports and implements the activities of the ESC Network (ESCN) by establishing and maintaining relationships with community organizations, facilitating access to services for pregnant women and families with young children, serving as a liaison between community connectors, and assisting with collecting and monitoring ESCN data.


Requirements

  • Bachelor’s degree in Social Work, Child Development, Psychology, Counseling, Sociology, Public Health or closely related field is required.
  • 2 years of relevant job experience is required.
  • Proficiency in Spanish required.

Supervisory Responsibilities


This position does not have supervisory responsibilities.


Essential Job Functions


Works with partner organizations to raise awareness of the qualifications for the Earned Income Tax Credit (EITC) through community trainings and direct outreach to families

Maintains documentation on EITC activities and reports data to grantee partners

Makes referrals to United Way’s Driving the Dream (DTD) portal for client assistance with applying for EITC

Serves as a liaison to community agencies for the Early Success Coalition Network (ESCN), particularly as relates to EITC.

Develops and implements an outreach plan to increase the number of families referred to DTD for tax preparation assistance and applying for the EITC

Facilitates outreach efforts to enroll pregnant mothers and families with children ages 0-5 into community prenatal and early childhood programs and to identify and assist families who may be eligible for the EITC

Trains referring agencies on the referral process for EITC assistance and ESCN as well as using network screening tools.

Maintains contact with community agencies both in and outside the provider network. 

Monitors the referral process and troubleshoots problems

Coordinates, implements, and attends community outreach activities.

Recruits community partners for community outreach.

Assists in the development of community partnerships.

Contribute to team effort by performing other duties as assigned.


Knowledge, Skills & Abilities


Basic understanding of maternal health, child development, adolescent development, mental health and the dynamics of child abuse and neglect, and trauma.

Program development skills and community collaboration experience.

Community outreach experience is strongly preferred.

Knowledge of community resources and how to access them.

Culturally competent to serve diverse populations.

Interpersonal skills to conduct interviews and facilitate groups.

Organizational skills to coordinate timely response to multiple activities.

Excellent Communications Skills (oral and written)

Comfortable speaking in front of large groups

Must be proficient in the Microsoft Office programs including Word, Excel and PowerPoint.


Physical Demands


While performing the duties of this job, the employee is regularly required to sit and talk or hear. The employee frequently is required to use hands to finger, handle, or feel. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close and color vision. Work in a non-smoking environment.
