Summary Description
Under general supervision of the Housing Manager or designee, serves as a key program lead within the Housing Division, responsible for implementing housing, homelessness, and community development initiatives with measurable results. Administers a diverse portfolio of programs, including Community Development Block Grant (CDBG) federal funding, Permanent Local Housing Allocation (PLHA) state funding, Housing Successor state funding, and other federal and state funded programs, ensuring compliance with complex funding requirements while fostering partnerships that expand affordable housing access, prevent displacement, and enhance housing stability. Serves as a liaison between the City, partner agencies, service providers, developers, and the community to enhance housing stability, expand affordable housing opportunities. This position is expected to apply an equity lens, cultural responsiveness, and empathy in working with residents from diverse socioeconomic, educational, and cultural backgrounds, including those with varying mental and physical abilities and lived experiences.
Position Duties
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
- Plan, coordinate, and implement assigned Housing Division programs, including homelessness response initiatives, affordable housing projects, fair housing services, tenant/landlord services and mediation, and/or community grant funded activities.
- Develop, implement, and monitor local tenant protection programs, such as rent stabilization, anti-harassment, and eviction prevention measures.
- Administer assigned CDBG, Housing Successor, PLHA, and other program activities, including preparing applications, contracts, scopes of work, and reports; monitoring subrecipient/contractor compliance with federal and state regulations; and maintaining required program records.
- Coordinate the City’s Unhoused Resident Services Program, including bridge housing, shower and laundry services, food distribution partnerships, and shelter referrals.
- Apply principles of equity, cultural responsiveness, harm reduction, and housing first when designing, implementing, and evaluating housing and homelessness programs.
- With the Housing Manager, serve as a liaison between City departments, regional agencies, community-based organizations, and housing developers to ensure coordinated service delivery and project implementation.
- Conduct research, needs assessments, and program evaluations to identify gaps in housing and community services and recommend strategies for improvement.
- Coordinate and facilitate meetings with service providers, developers, advocacy groups, and community members to gather input and build partnerships.
- Lead targeted outreach and engagement strategies to ensure equitable access to City housing programs among underrepresented and vulnerable populations.
- Provide technical assistance and guidance to community organizations and service providers applying for or receiving City-administered housing funds.
- Investigate, respond to, and mediate landlord/tenant disputes and fair housing complaints; provide information on applicable laws, regulations, and available resources.
- Prepare and present staff reports, data analyses, and recommendations to the City Council, committees, and other bodies regarding housing and community development matters.
- Assist in identifying and applying for state, federal, and philanthropic funding to support housing and homelessness programs.
- Conduct community outreach and public education activities on housing programs, resources, and rights through workshops, events, and printed/digital materials.
- Coordinate cross-sector partnerships that leverage federal, state, and local resources to prevent homelessness and promote long-term housing stability.
- Monitor relevant federal, state, and local legislation and provide policy recommendations to address emerging housing issues.
- Assist in negotiating and administering affordable housing agreements, regulatory documents, and contracts with developers, consultants, and service providers.
- Maintain program-related databases, prepare reports for funding agencies, and ensure proper documentation for audits and monitoring.
- Perform related duties as required.

- Plan, organize, and implement multiple housing, homelessness, and CDBG-related programs concurrently.

- Interpret, apply, and explain applicable housing, community development, and grant regulations.
- Establish and maintain effective working relationships with internal and external stakeholders.
- Administer contracts and monitor program compliance with federal, state, and local requirements.
- Analyze data, identify trends, and make recommendations for program improvements.
- Communicate clearly, concisely, and persuasively, both orally and in writing.
- Prepare complex reports, grant applications, and policy documents.
- Exercise sound judgment in sensitive situations involving vulnerable populations.
- Facilitate meetings, workshops, and collaborative planning sessions.
- Work independently with minimal supervision while managing multiple deadlines.Education and Experience Guidelines
- Bachelor’s Degree from an accredited College or University, with major course work in Urban Planning, Public Policy, Public Administration, Business Administration, Social Services, or closely related field; or
- Five (5) years of experience in housing program administration, community development, affordable housing, or homelessness services, and
- Three (3) years of progressively responsible experience in housing program administration, community development, affordable housing, or homelessness services,
- Including work with CDBG or similar federal housing/community development programs.
- Possession of an appropriate, valid driver’s license. An out-of-state valid Motor Vehicle Operator’s License will be accepted during the application process, but a valid California license must be obtained within six (6) months of appointment to the position.
