The Procurement & Contract Specialist performs a supporting role to the PCSL Branch Team. They are assigned tasks and have all work over their delegated authority reviewed by their supervisor and/or manager. The Procurement & Contract Specialist may be assigned specific sub-portfolio responsibilities (e.g. contract renewals, c-releases, etc.) and can make commitments for the procurement of goods or services within their delegated authority. Responsibilities of this position will include:
- Reviews assigned requisitions and documentation for completeness and action; requests additional information as needed.
- Creates and reviews purchase orders, change orders/amendments and contracts for completeness.
- Manages contract renewals and extensions to maintain or increase value to the EPS.
- Manages procurements of a low to intermediate complexity and risk.
- Contacts suppliers to expedite orders or resolve PO/CO discrepancies.
- Works with the business areas to compose and prepare various RFx documents of low to intermediate complexity and risk.
- Manages the RFx process and obtains sign-off of the plan and documents from management when required.
- Reviews Specifications/Scope of Work (SOW) and recommends improvements and assists business areas in further development of the document.
- Issues and manages the RFx’s including development and issuing of addendums.
- Plans activities with business areas to determine appropriate procurement method.
- Research suppliers and evaluates their ability to provide materials, equipment, and services.
- Provides guidance and responds to inquiries from various EPS business units.
- Listens and clearly presents information to others.
- Identifies areas for improvement and provides recommendations.
- Other duties as required.
- Having one of the following accreditations would be considered an asset:
o Certified Public Procurement Officer (CPPO).
o Universal Public Procurement Certification Council (UPPCC).
o World Commerce & Contracting Certification. - Working knowledge and understanding of procurement practices, tender/contract law, trade agreements and various procurement strategies/approaches.
- Strong analytical and problem solving skills.
- Ability to determine procurement strategies which are appropriate to requirements.
- Working knowledge of RFx methods and approaches.
- Perform work with a high degree of accuracy and completeness.
- Excellent organizational, time management and customer service skills.
- Strong knowledge of MS Office (Word, Excel, OneNote, Power Point).
- Self-motivated and willingness to participate in professional development and learning
opportunities.
Job Level:
- High School Diploma and a Supply Management Training (SMT) Diploma from the Supply chain Management Association (SCMA) or equivalent. A minimum of four (4) years diversified procurement, contract management and/or supply chain management experience. OR A minimum completion of level 2 towards the SCMP designation from the SCMA or two (2) year post-secondary diploma (or higher) in public administration, public policy, supply chain, business, procurement, or related field AND a minimum of four (4) years directly related work experience performing a procurement/contract management/supply chain role. OR High School Diploma AND a minimum of six (6) years directly related work experience performing a procurement/contract management/suply chain role.
Opportunity Concept:

Hours of Work: 40 hours per week, 0800 – 1600 hours, Monday – Friday. Hours of work may be subject to the terms and conditions of variable hours of work program.
