SUMMARY OF POSITION
Under the general supervision of the Airport Director, the purpose of this position is to oversee the day-to-day operations and maintenance of McKinney National Airport (TKI). This individual will work to ensure accordance and compliance with all federal, state and local directives, policies, procedures, and plans, while allocating resources and managing the ongoing inspections, maintenance, and technical support activities required to ensure that operations and facilities are maintained in a safe, efficient and effective manner.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Manages the Airport Maintenance department to ensure airfield and airport facility maintenance is conducted properly and in a timely manner and according to city, state and federal regulations, rules and laws. Assists with project management for airfield capital infrastructure improvements. Ensures that the airport is operated in accordance with City ordinance and all State and Federal regulations.
- Manages the Airport Operations department to ensure compliance, safety and security, to include badging, access control, escorting are conducted per airport and FAA directives.
- ·Manages airport self-inspection program in compliance with federal directives, standards and guidelines
- Oversees, and participates in the recruiting, interviewing and selection of all Airport and FBO employees.
- Oversees, maintains and reviews all aspects of the airport security program to include the airports access control system, perimeter security, airports remote camera system and investigation of security breaches.
- Oversees the airport badging department and the issuance of airport credentials.
- Oversees Airport Emergency Plan and the airports response to emergencies and incidents. Acts as the primary on-call management representative to oversee the response to all airport emergencies.
- Participates in the development and preparation of exercises of emergency response, disaster preparedness and airport evacuation plans.
- Oversees the Airport Operations and Maintenance budget. Assists in the preparation of annual operating budget to support airport operations and maintenance; Reviews budget status within areas of responsibility, coordinates efforts with Airport Director, and plans work program and projects in coordination with budget activities and available assets.
- Maintains, updates, administers, and implements operational policies and procedures to ensure compliance with regulatory programs, including, but not limited to, FAA Grant Assurances, Airport Rules and Regulations, Airport Minimum Standards, Letters of Agreement (LOA), Wildlife Hazard Management Plan Storm Water Pollution Prevention Plan (SWPPP), Spill Prevention and Countermeasure Control Plan (SPCC), Pavement Management Plan (PMP), Snow and Ice Control Plan (SICP) and Air Traffic Control Tower agreements.
- Oversees airport development and construction projects working with engineering consultants, architects, surveyors and contractors. Ensures compliance with Safety and Phasing Plans for all Movement Area and AOA construction projects, prioritizing safety with minimal impact to operations.
- Develops, coordinates and updates policies, standard operating procedures, to enhance aviation safety, ensuring that airport directives are current and monitors activity for deviations from federal, state and airport operating regulations.
- Develops, performs and/or coordinates employee, tenant, and contractor training on airport operations and related programs, as required.
- Assures that airport users and tenants comply with all pertinent policies, laws, rules and regulations to achieve and maintain discrepancy-free annual inspections.
- Reviews payroll and timekeeping for accuracy and completeness.
- Coordinates and communicates with stakeholders on FAR Part 77 airspace analyses and determinations regarding proposed construction that may impact the airport’s airspace. Monitors the airport environment for compliance with FAR Part 77 regulations.
- Oversees the administration of the TxDOT Aviation Routine Airport Maintenance Program (RAMP) grant.
- Oversees Notice to Air Missions (NOTAMs) to accurately reflect current airport conditions and maintains the NOTAM Authorization list.
- Serves as airport liaison for all ARFF and law enforcement related issues.
- Interprets and implements all actions associated with and required by FAA Advisory Circulars and Cert Alerts.
- Mentors and develops by providing leadership and coaching that promotes professional development of staff both technically and interpersonally to foster a strong, highly motivated culture
- Provides timely, accurate and thorough performance evaluations for supervised employees.
- Coordinates, monitors, and assists with the Noise Complaint Hotline and other elements of the airports Flying Friendly Initiative, as necessary.
- Builds and maintains relationships with airport tenants and stakeholders.
- Assists Airport Director with special projects and studies, as directed.
- Performs routine inspections of the airfield, City-owned infrastructure, facilities and construction activities.

- Ability to calculate decimals and percentages; ability to perform mathematical operations with fractions; ability to compute discount, interest, profit and loss, ratio and proportion; ability to calculate surface areas, volumes, weights, and measures.
- Ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Minimum Qualifications
MINIMUM QUALIFICATIONS
Any work related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute.
Bachelor’s degree in Airport Management, Business Administration, Public Administration or closely related field; supplemented by five (5) years previous experience in a leadership position within airport operations and maintenance,
PREFERRED QUALIFICATIONS
- Certified Member (C.M.) designation through The American Association of Airport Executives (AAAE).
CONDITIONS OF EMPLOYMENT
- Must pass a drug screen and background check.
- Must have Class C Texas Driver’s License.

PHYSICAL DEMANDS
Tasks involve the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).
WORK ENVIRONMENT
Tasks may risk exposure to extreme heat/cold, wildlife, traffic hazards, exposure to chemicals, or extreme weather conditions.
