MAJOR FUNCTION

Highly responsible, professional and technical work requiring skills in finance, counseling, and program file monitoring. Protect the County’s investment in housing programs by maintaining and verifying affordability terms and identifying cases requiring recovery of funds. Under supervision, required to determine income and program eligibility under the Community Development Block Grant (CDBG), State Housing Initiatives Partnership (SHIP) Program and the Home Investment Partnership Program (HOME). Must exercise considerable initiative and independent judgment in performing assigned tasks. Tasks involve extensive public contact.

 

 

ILLUSTRATIVE DUTIES

  • Identify and process cases requiring asset recovery due to noncompliance, foreclosure, sale, or other disposition of assisted properties.
  • Verify income and program eligibility requirements by reviewing property records and third-party verification of income documentation.
  • Consult with attorneys, bankers, insurance agents, title company representatives, mortgage brokers, residents, government agencies, and other related professionals as necessary to process applications.
  • Prepare Agenda Items for Board of County Commissioners approval.
  • Prepare contracts and financial documents.
  • Assist and inform Housing Administrative Supervisor with status updates on files.
  • Prepare and submit written reports and maintain records and documentation of work performed.
  • Provide technical (program rules, regulations, and policy procedures) support for all projects as necessary.
  • Prepare change order addendums to financial documents, etc.
  • Prepare necessary paperwork to close out completed projects.
  • Prepare satisfactions of liens and mortgages, subordination agreements, mortgage or lien modifications, and any other legal documents as necessary.
  • Create, update, and maintain client information status on the Waiting List for the Housing Rehabilitation Assistance Program leading up to approval.
  • Create, update, and maintain completed client and project information for the Housing Rehabilitation Assistance Program housing database.
  • Occasionally requires site visits or field inspections.
  • Perform related duties as required.

 

KNOWLEDGE, ABILITIES AND SKILLS

  • Considerable knowledge of real estate financing, practices, principles, and laws. Knowledge of federal, state and local affordable housing regulations.

  • Strong written and verbal communication skills. 

  • Ability to manage multiple cases and meet deadlines. 

  • This role requires strong computer and research skills, including proficiency in Microsoft Excel and Word and other document management software. 

  • Ability to compile daily data into comprehensive reports as required.

 

 

MINIMUM QUALIFICATIONS

  • Graduate of an accredited high school or possess an acceptable equivalency and have a minimum of three (3) years’ social services, finance, real estate, loan processing, title processing or related field. 

  • Must be able to utilize all features afforded by word processing software, other required software and personal computer equipment utilized by the assigned work unit.

  • Must have valid driver's license and be able to secure a Florida driver's license at time of employment.

  • A comparable amount of related training and experience may be substituted for the minimum qualifications.

 

 

SPECIAL REQUIREMENTS

All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
