About the Department
Under the general direction and supervision of the director of Maintenance or his designee, the Maintenance Utility Technician is responsible for preventative maintenance, adjustments, replacements and performance of building maintenance tasks in one or more fields (to include but not be limited to; carpentry, painting, electrical, heating, ventilation and air conditioning (HVAC), plumbing, doors & windows water quality and auto mechanics).
Position Duties
Minimum Qualifications MUT I: High school diploma or GED. Within the past five years, must have a minimum of two years’ experience in electronic maintenance and repair and must provide documentation of a minimum of one-year vocational training in industrial electricity or equivalent. Must be competent in the use of multi-meters, hand tools and small power tools; must be familiar with reading and understanding building plans and schematics. Must have a demonstrated ability to establish and maintain effective working relationships with others and must possess a valid, unrestricted, Alaska driver's license.
Additional Qualifications – MUT II: Promotion to MUT II is noncompetitive, at the sole discretion of the Maintenance Director depending on operational need and funding. Meets all MUT I minimum qualifications and demonstrates sufficient knowledge of facilities, and sufficient mastery of required trade knowledge as determined by the Department Head and displayed in the ability to work independently on a daily basis; May be required to hold and maintain a current NICET 2 Fire Alarm Certification or a Journeyman level license in one or more of the related maintenance fields. Ability to perform duties as specified in Essential Functions.
Preferred Knowledge, Skills, and Certifications: Training and experienced in working with the control of hazardous energy (Lock-Out Tag-Out). State of Alaska Asbestos Abatement Certification. Working knowledge of the International Fire Code. Knowledge of Ohm’s law and basic electrical formulae.
Minimum Qualifications
Essential Functions (MUT I):
- Repairs, troubleshoots and adjusts electrical and electronic components, and installs devices and appliances on a direct replacement basis.
- Performs basic programming of electronic devices.
- Assists in code compliance and energy conservation projects, including replacement of ballasts, switches, receptacles, fire detection and alarm devices.
- Assists millwright in replacement of motors as needed.
- Performs general preventive maintenance duties, including but not limited to: lighting, fire/safety, intercom, electrical conditioning equipment (UPS, surge suppression outlets), GFCI testing, and power generation.
- Assists with installation and repair of: P.A. systems, clocks, televisions, scoreboards, video surveillance, fire monitoring systems, computer and theater sound and lighting systems.
- Coordinates purchasing with lead person and/or appropriate personnel.
- Performs work tasks relating to: minor electrical, carpentry, and minor plumbing.
- Manages and notes daily tasks, work time, materials and activities to correlate with a work-order time/asset management system.
- Conducts regular preventative maintenance inspections on equipment, making necessary adjustments or repairs.
- Operates and maintains a variety of hand and power tools and equipment in a manner congruent with Borough safety policies and procedures.
- Promotes safe practices within departmental group and throughout the Borough.
- Performs required work with reference to and compliance of all governing code (EPA, OSHA, NFPA, IBC, UBC, UPC, NEC, ASME etc.…)
- Adheres to established departmental policies and procedures.
- May perform asbestos removal or containment duties.
- Performs other related duties as assigned.
Essential Functions (MUT II):

- Performs installation and repairs of: P.A. systems, clocks, televisions, scoreboards, video surveillance, fire monitoring systems, computer and theater sound and lighting systems and
- Responsible for code required tests and inspections of Borough facility fire systems (NICET certification required)
Other Qualifications
Work is performed while standing, sitting and or walking. Requires the ability to communicate effectively utilizing speech, vision and hearing. Requires the use of hands for performing simple grasping and fine manipulations. Requires ability to balance, kneel, crouch, crawl, climb and reach. May require the wearing of a respirator. Requires the frequent transport of up to 50 lbs. and occasional transport of up to 100 lbs. Must routinely work off extension ladders, scaffolding, man-lift and bucket truck at heights up to 50 feet. Exposure to moving machinery, dust, fumes and vapors and drastic changes in temperature and humidity. May require traveling in small aircraft and/or staying out of town overnight. May require working at heights.
