About the Department

Under limited supervision, the Compliance Administrator manages the Solid Waste Center's infrastructure and policies related to compliance with local, state, and federal regulations. Responsibilities include regulatory program development, environmental monitoring, corrective action planning, documentation management, and timely reporting to governmental agencies. Coordinates with Solid Waste Center Operations staff for operational compliance improvements and assists in small-scale project planning and implementation.

Position Duties

  • Oversees regulatory compliance testing, documentation, and reporting across stormwater, groundwater, and air quality systems.

  • Maintains up-to-date site documentation for all compliance-related areas.

  • Develops plans, cost estimates, schedules, and scopes for corrective actions related to regulatory findings.

  • Monitors pending and upcoming regulatory changes and prepares for policy or operational updates accordingly.

  • Coordinates compliance tasks and actions with Solid Waste Center operations staff to implement internal corrections.

  • Conducts field inspections and audits of special waste in place; makes determinations on acceptance criteria, testing frequency, and ensures site preparation and landfill disposal compliance.

  • Develops and disseminates educational content—such as brochures, presentations, and media—to promote proper waste disposal and regulatory compliance.

  • Supports scale house operations during peak periods to relieve strain on operational staff as needed.

  • Supports the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.

Minimum Qualifications

  • Bachelor’s Degree required or equivalent combination of education and experience.

  • 1-3 years of progressively responsible experience in the solid waste industry preferred.

  • Certifications required within one year of hire: SWANA MOLO, USCC CCOM, APWA CSM, and 24-Hour HAZWOPER.


Skill In:

  • Interpreting and applying regulatory requirements.

  • Developing and maintaining detailed compliance documentation.

  • Communicating technical concepts effectively to diverse audiences.

  • Coordinating cross-functional teams to address compliance actions.

  • Using relevant software for data collection, reporting, and document management.

Other Qualifications

Work is performed in both office and field settings with exposure to outdoor conditions and landfill environments. Must be able to wear protective equipment and conduct site inspections in varying weather.
