About the Role

The Systems/Data Reporting Officer plays a critical role in supporting the Practice Lead, Program Manager and broader Central Intake Service (CIS) team in maintaining high-quality data collection, integrity, and analysis across service operations. This role ensures compliance with contractual reporting requirements, supports evidence-based service improvement, and enables accountability to funders, partners, and clients.

The position is responsible for overseeing CIS system workflows, facilitating accurate reporting through tools such as SHIP, SAMIS, and the Common Assessment Tool, and contributing to the continuous improvement of intake, referral, and triage systems under the ACT Government’s service reform priorities.

How You Will Make an Impact

1. Data Systems Management & Support
•    Lead the administration, setup, and maintenance of CIS data systems (including SHIP, SAMIS, and reporting databases) in collaboration with TSA ICT and government data contacts.
•    Coordinate the onboarding of new users into SHIP and ensure staff are supported with access, troubleshooting, and workflow configuration.
•    Ensure compliance with data capture standards and contractual performance measures as outlined in Schedule 2 of the CIS agreement.
•    Maintain appropriate file structures and naming conventions for system-generated records, ensuring efficient audit trail and data retrieval.
2. Service Performance Reporting
•    Prepare accurate and timely data reports for internal and external stakeholders, including monthly performance dashboards, service KPIs, and government reporting submissions.
•    Monitor and interpret service activity against contracted KPIs (e.g. number of assessments, triage timeframes, referral outcomes, enquiry resolution rates).
•    Collaborate with the Transition Manager and Program Manager to support service evaluation, performance reviews, and strategic planning using quantitative and qualitative data.
3. Data Integrity and Compliance
•    Conduct regular data quality checks and audits across CIS service systems to ensure integrity, completeness, and consistency of records.
•    Work closely with team leaders and frontline staff to monitor adherence to shared assessment frameworks and common data sets.
•    Assist in preparing data for external evaluation or compliance processes, including AIHW, ACT Government, and TSA reporting cycles.
•    Ensure compliance with all TSA privacy, confidentiality, and data security policies.
4. Practice Development and System Improvement
•    Contribute to continuous improvement of data workflows and the practical integration of digital systems into frontline service delivery.
•    Support the implementation of new system features, shared tools, or reporting changes in response to policy reform or contractual amendments.
•    Actively participate in project and working groups relating to intake system modernisation and information management.
•    Provide feedback and insights to improve referral pathways, waitlist management, and priority-based triage models.

 What You Will Bring


•    Demonstrated experience working with service delivery databases or data management systems in the community services, homelessness, or human services sector.
•    Strong knowledge of reporting and evaluation frameworks, and ability to analyse and interpret service-level data to inform practice.
•    Proficiency in Microsoft Excel, Power BI or similar tools for data analysis, reporting, and visualisation.
•    Familiarity with SHIP, SAMIS, or other relevant client management systems.
•    Excellent organisational and communication skills, including the ability to train and support diverse teams.
•    Understanding of trauma-informed, client-centred, and systems-based approaches to service delivery.
•    Ability to work autonomously while contributing to a high-performing and supportive team environment.

Desirable


•    Experience with contract reporting to government departments (e.g., ACT Community Services Directorate, AIHW).
•    Prior experience with intake/referral systems or common assessment frameworks.
•    Understanding of ACT service sector reform, particularly around centralised intake systems or shared practice tools.
•    Previous work with The Salvation Army or similar large NGOs.
