The Manager of Procurement Opportunity:
The Manager of Procurement provides strategic oversight and centralized management of North Central Health Care’s procurement operations. This role ensures compliance with all applicable local, state, and federal procurement regulations, leads standardization of purchasing processes, manages vendor relationships and contracts, and drives organizational cost efficiency. The Manager plays a key role in system enhancements, including ERP implementation, and supports cross-departmental initiatives to ensure timely, cost-effective, and ethical acquisition of goods and services across the organization.
Compensation and Benefits:
- The starting pay range for this role is $82,222 - $89,523, based on education and experience.
- This job is full-time and in person, usually working normal business hours Monday – Friday.

- As a full-time employee of NCHC, you would be eligible for the Wisconsin Retirement System (WRS). The WRS is a hybrid defined benefit plan. It contains elements of both a 401(k) or defined contribution plan and a defined benefit plan. Participating staff contribute 6.95% and NCHC will match this at 100% each pay period!
What Qualifies You:
Required:
- Bachelor’s degree in supply chain management, finance, or a closely related field.
- More than 3 years of demonstrated growth and responsibility in procurement, purchasing, or supply chain management.
- More than 2 years of managerial or supervisory experience in operations, procurement, purchasing, or supply change management.
Preferred:
- Master’s degree in supply chain management or a closely related field.
- Experience leading or supporting ERP or procurement system implementations
- Demonstrated success in process improvement, contract negotiation, vendor management, and cost-containment initiatives.
- Experience in public sector or non-profit procurement environments.
- Professional certification in procurement or supply chain management (e.g., CPPB, CPPO, CPM, CPSM).

What the Manager of Procurement does at NCHC:
- Provide strategic direction and day-to-day leadership for all procurement operations, ensuring alignment with organizational goals.
- Develop, implement, and enforce standardized procurement policies, procedures, and workflows across departments.
- Ensure adherence to healthcare industry regulations, public procurement laws, internal controls, and ethical standards.
- Serve as the subject matter expert for procurement during technology upgrades and ERP system implementations.
- Lead all phases of the procurement lifecycle, including vendor qualification, selection, bidding, negotiation, contract execution, compliance, and renewal tracking.
- Build and maintain strong vendor partnerships to ensure service reliability, quality, and cost savings.
- Maintain a centralized contract repository to enhance transparency, accessibility, and audit readiness.
- Identify and mitigate procurement risks, including contract expirations, vendor performance issues, and regulatory compliance gaps.
- Identify and implement cost-saving opportunities through bulk purchasing, contract consolidation, group purchasing organizations, and process improvements.
- Develop and maintain procurement performance metrics and reporting dashboards to track spend, savings, and operational KPIs.
- Partner with Finance to support budget alignment, encumbrance tracking, and audits.
- Drive continuous improvement initiatives to enhance procurement efficiency and service delivery.
- Directly supervise the Purchasing Agent and Central Supply Clerk, establishing clear performance expectations and professional development plans.
- Develop a cross-trained, resilient team structure to ensure coverage and scalability.
- Collaborate with Finance, IMS, and operational programs to address procurement needs and provide responsive internal customer service.
- Assists with contract management activities, including maintaining centralized records and monitoring key terms, dates, and obligations.
- Promote a culture of accountability, teamwork, and innovation within the procurement function.
- All other duties as assigned.
