About the Department
Team Gilbert is seeking a Chief of Emerging Technology to lead our organization into the future by developing and implementing a comprehensive emerging technology strategy that transforms how we serve our nearly 293,000 residents. This pivotal leadership role will drive innovation across all Town operations, overseeing our AI strategy, emerging technology and performance management programs, among other projects. Reporting to an Assistant Town Manager, the Chief of Emerging Technology will serve as a strategic partner across departments, working closely with elected officials, community organizations, academic institutions, and private sector partners to position Gilbert as a national leader in ethical, transparent, and inclusive technology adoption.

Position Duties
You are a forward-thinking innovator who is driven by the opportunity to transform government services through thoughtful technology implementation. You understand that emerging technologies like AI, smart city solutions, and advanced data systems are powerful tools—but only when deployed with strategic intent, ethical rigor, and genuine community benefit in mind. You are a proven implementer, not just a theorist, with a track record of taking AI and technology initiatives from concept to reality and demonstrating tangible outcomes. You excel at building bridges between technical teams, elected officials, department leaders, and community partners, translating complex innovations into compelling visions that inspire action and adoption.
You must not only embody our core values of being driven, kind, bold, and humble but also meet the following qualifications:
Minimum Qualifications:
Bachelor's degree in related field, Masters desirable (or equivalent work experience required)
10+ years of progressively responsible experience in related field
7+ years of managerial/strategic leadership experience with a medium to large organization
5+ years leading complex projects or programs in a dynamic environment
A proven track record of delivering AI/ML or technology solutions that create measurable value for an organization
Preferred Experience:
Demonstrated success implementing AI/ML technologies in complex organizational environments
Experience navigating change management and technology adoption in government or large public-sector organizations
Track record of building and sustaining strategic partnerships across diverse stakeholder groups
Background in ethical AI, data governance, and privacy principles
Experience with smart city technologies, IoT, or infrastructure modernization initiatives
