Job Description
The selected candidate will provide leadership to salary personnel through identification and implementation of process improvement initiatives in areas that support the Quality Organization’s key performance measurements, vision, and strategy. Additional responsibilities include, but are not limited to the following:
• Develop, Implement, and Standardize Quality Management System (QMS) Processes and Tools in compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and international regulatory requirements
• Develop/Implement quality requirements that flow applicable prime contractual requirements for Air-Vehicle (AV) Maintenance, Repair, Overhaul & Upgrade (MRO&U) Services via Supplier Statement of Works (SSOWs) or Intra-Lockheed Martin Work Transfer Agreements (IWTAs)
• Managing and maintaining Program Sustainment Quality Plans and collaborate across enterprise functions to ensure quality requirements are executed and complied with
• Develop and implement new site activation plans, support proposal for that effort, and support the execution of the task once authorized
• Coordination and development of DCMA INST 8210.1 Ground Operations Procedures
• Execute Maintenance, Repair, Overhaul, and Upgrade (MRO&U) Surveillance Planning
• Serving as a subject matter expert (SME) and focal point for Approval, Oversight, and Control of external Air-Vehicle MRO&U Service Providers
• Managing Sustainment Quality data collection, measurement, analysis, and performance reporting to assess risk areas within Sustainment business activities and apply preventive/corrective measures as required
• Oversight Sustainment Corrective and Preventive Action process
• Managing the Quality Concern Notification (QCN) process in support of Field Problem Reporting
• Participating in and supporting the Integrated Product Team (IPT) initiatives and product quality investigations to develop integrated technical/project solutions to both tactical and strategic program issues
• Managing Post-DD250 Notification of Escape (NOE) and Product Recall Process (PRP)
• Managing extensive collaboration efforts with the customer, Program Management Office, and DCMA for contract statement of work compliance to the quality management system, non-conforming material, corrective actions and reporting of year of year improvement metrics
• Participating/presenting in program reviews with internal/external executive leadership
• Perform subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions
• Other duties and activities as assigned.
Basic Qualifications
related discipline, or equivalent experience/combined
education,.
• Demonstrated ability to work at all levels of the organization to identify and drive systemic root cause and corrective action (RCCA), utilizing classic and advanced quality science tools to assess, communicate, and influence others in a concise, data driven manner
• Previous Quality Assurance leadership experience in
active flight operations environment.
• Working knowledge and experience with Air-Vehicle MRO&U and DCMA INST 8210.1 Ground Operations Procedures; including but not limited to FOD / Tool Control, Control of Nonconforming material, Safety, Procedure compliance, and calibration
• Working knowledge and experience with AS9110 - Quality Management Systems Requirements for Aviation Maintenance Organizations; including Audit Plan development and audit execution
• Ability to build productive working relationships that facilitate collaboration and results-driven execution between LM and its external service providers
• Demonstrated proficiency in MS Office Suite applications
• Excellent interpersonal skills needed for collaboration, communication, and presentations at working and leadership levels.
