About the Department


The Kings County Public Health Department is seeking motivated professionals to provide parenting education, resources, and essential support services to families with children aged 0 to 5. As a Family Resource Technician you have an opportunity  to positively impact the lives of Kings County’s youngest residents, helping them thrive and grow through meaningful community programs.


We currently have one immediate vacancy, with future openings likely to be filled from the established eligibility list (valid for six months).


In this role, you will provide parenting instruction, home visitation services, and implement approved curricula to promote child development, support family transitions, and maintain essential program documentation. SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned management or supervisory personnel. Exercises no direct supervision over staff.  


CLASS CHARACTERISTICS

This journey-level classification is responsible for independently providing home visitation, education, and child development support service duties in support of the Public Health Department program participants. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Family Resource Technician in that the latter performs the more complex work assigned to the series and is responsible for providing technical and functional direction to lower-level staff. 

Position Duties

  • Implements curriculum and provides parenting instruction in accordance with the approved home visitation model; engages in recruitment activities to recruit program participants/parents.
  • Completes an initial and annual family-centered assessment with each family; develops, monitors, and reviews goals with each family; plans, provides, and documents personal visits focused on parent-child interaction, development-centered parenting, and family well-being.
  • Completes an initial and annual developmental screening and health review for each enrolled child; connects families to resources that help them reach their goals and address their needs; helps parents and children transition to other services as needed, such as preschool or kindergarten.
  • Shares research-based information with families; provides and delivers materials and group connections to give families an opportunity to build social connections with each other; engages in parent-child interaction activities and increases knowledge of ways to support child development.
  • Maintains and submits required family and program documentation; prepares correspondence; maintains data and records and prepares written reports as required; completes quality improvement audits and provides feedback; organizes and maintains supplies and inventory. 
  • Participates in the required monthly hours of supervision and staff meetings; obtains competency-based professional development and annual renewal of the parent educator certification.
  • Observes and complies with all County and mandated safety rules, regulations, and protocols.
  • Performs related duties as assigned.

Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:


EDUCATION AND EXPERIENCE

Education:

  • Equivalent to an associate degree from an accredited college or university with major coursework in early childhood education, child development, social work, health, psychology, or a closely related field. 

Experience:

  • Two (2) years of increasingly responsible experience working with families and children providing education and resources. (Substitution: Equivalent to a bachelor’s degree with major coursework in early childhood education, child development, social work, health, psychology or a closely related field may substitute for up to one (1) year of the required experience.)

LICENSES AND CERTIFICATIONS


Licenses:

  • Possession of a valid California driver's license issued by the Department of Motor Vehicles at the time of appointment.

Certifications: 

  • Possession of, or ability to obtain during one (1) year probationary period, a valid Parents as Teachers certificate issued by a recognized California agency to be maintained throughout employment. 

SPECIAL REQUIREMENTS

Qualify for security clearance through a background investigation and fingerprint check. Ability to work irregular hours including evenings and weekends as necessary, and travel within the County between office and home locations. Certain positions in this classification may be designated as bilingual, requiring fluency in a foreign language. 

Other Qualifications

Depending upon the number of applicants who meet the minimum qualifications, the examination process may include a screening committee (pass/fail) and/or an oral examination (100%) which may include a written practical component to determine placement on the eligible list.
