The Bilingual HR Manager is a hands-on leader responsible for overseeing all aspects of Human Resources, including recruitment, onboarding, employee relations, benefits administration, training, compliance, and system integrations. This position manages the HR team, ensures all processes align with company policy and employment law, and serves as a key partner to management and employees to foster a productive, compliant, and positive workplace culture.

Key Responsibilities:
  • Recruitment & Staffing

    • Lead full-cycle recruiting for all positions, including job postings, interviews, offer letters, and onboarding.
    • Partner with department heads to identify staffing needs and develop effective sourcing strategies.
    • Maintain active pipelines for skilled trades, field, and office positions.
    • Coordinate recruitment efforts to attract a diverse workforce.

    Onboarding & Training

    • Manage and continuously improve the new hire onboarding experience.
    • Conduct new hire orientations and training in both English and Spanish.
    • Oversee training programs for compliance and leadership development.

    Employee Relations & Compliance

    • Serve as the main point of contact for employee concerns, conflict resolution, and investigations.
    • Coach managers on performance management, disciplinary actions, and policy enforcement.
    • Ensure compliance with federal, state, and local employment laws (FLSA, FMLA, ADA, etc.).
    • Handle all separations of employment including exit interviews and offboarding documentation.

    Benefits & Payroll Support

    • Oversee benefits administration, including open enrollment, eligibility, and employee communications.
    • Collaborate with Payroll to reconcile benefits invoices and ensure accurate deductions.
    • Manage leaves of absence, COBRA notifications, and other compliance-related processes.

    System Integrations & HRIS Management

    • Maintain and troubleshoot all integrations between HR, payroll, timekeeping, and benefits systems.
    • Partner with IT and vendors to ensure system accuracy and process efficiency.
    • Generate reports and analytics to support management decision-making.

    Leadership & Team Management

    • Supervise and mentor HR team members.
    • Conduct quarterly audits in all HR systems to ensure accuracy of data.
    • Develop team goals and monitor performance to ensure department efficiency.
    • Drive a culture of accountability, teamwork, and service excellence.

Qualifications & Requirements:

  • Bachelor's degree in Human Resources or a related field is preferred
  • Minimum 5 years of progressive HR experience, including 2+ years in a management role
  • Bilingual (English/Spanish) required — must be able to communicate fluently in both languages.
  • Strong knowledge of employment laws and HR best practices.
  • Experience with HRIS/Payroll integrations (UKG, ADP, Paycom, or similar).
  • Proven ability to manage multiple priorities in a fast-paced, hands-on environment.
  • Excellent interpersonal, organizational, and problem-solving skills
