Position Summary

The primary purpose of this position is to manage the day-to-day operations of the Housing Choice Voucher Program (Section 8) HCVP Rental Assistance Demonstration (RAD) Project-Based Voucher (PBV) portfolio, special programs and relocations as assigned. Duties include, overseeing daily operations, assisting in general program administration, implementing program goals, conducting audits of various Section 8 programs, supervising and providing leadership and training for staff. Performance of the duties requires thorough knowledge of HCVP policies and procedures, and the ability to analyze and solve problems involving operational/procedural issues. Supervision is exercised over the staff of the RAD PBV Program. Must have excellent written and verbal communication skills.

All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.


Essential Duties and Responsibilities 

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.

  • Responsible for the daily operation of the RAD Project-Based Portfolio. Ensures compliance with program policies and procedures. Plans and coordinates staff activities to meet specified goals within specified time frames. Delegates appropriate levels of responsibility and authority for various functions to staff.
  • Responsible for overseeing HUD special programs and/or relocations as awarded.
  • Manages the eligibility and recertification processes ensuring accuracy and timely completion
  • Supervises the RAD PBV Unit. Evaluates performance and leave records. Establishes, plans, schedules, creates and communicates goals and objectives to the RAD Project-Based Voucher Program Unit.
  • Provides leadership, motivation and strategic planning to team members in the RAD Project-Based Voucher Program Unit. Complies with program goals, policies, and procedures.
  • Conducts periodic audits and quality control reviews of the programs and procedures to ensure program success.
  • Maintain RAD contract files, ensuring compliance with all requirements and terms outlined in each agreement.
  • Strives to improve customer service and program performance. Maintains positive public relations with tenants, landlords and the general public. Informs landlords and tenants on HUD Regulations and Section 8 Procedures.
  • Provides guidance, trains staff, and interprets HUD regulations and HCVP Policy and Procedures to team members.
  • Creates, prepares and reviews accurate SEMAP and other data reports for the RAD Project-Based Voucher Program Unit.
  • Work collaboratively with private owners of RAD PBV properties and HCV landlords and owners
  • Participates and represents agency in meetings with local government and related groups. Attends senior staff meetings.
  • Assists with the preparation of the annual closeout and budget preparation.
  • Mediates and effectively resolves disputes.
  • Prepares written correspondence and reports.
  • Performs other related duties as required.


Minimum Education, Training and/or Experience

Bachelor’s Degree in Business, Social Service or related field(s) and a minimum of 5 years of experience in assisted housing involving HCVP, and 2-years of supervisory experience. An equivalent combination of education, training, and experience may be considered.


Special Requirements

  • Must not engage in private real estate business.
  • Possession of a valid Maryland driver's license. 
  • Must be able to be covered under the Authority's fidelity bond. 
  • Must be able to be covered under the Authority's vehicle insurance policy.


Other Requirements:

  • Availability to work some evenings and weekends as needed.
  • Successful completion of a prescreening investigation, including verification of employment history and education credentials.
  • A 6-month probationary period applies to this full-time permanent position.
