About the Department

Under the general direction of the General Ledger Accountant or Controller, the Accounting Specialist I provides fiscal services and support to ensure the efficient operation of internal accounting and compliance with agency policies and supports general accounting functions in agency fiscal services.

Salary:
The full salary range for this position is $49,816.00 - $60,611.20 annually. Offers are made at the beginning of the range.

This is a full time, year-round position that will be on site at our ESD 112 Vancouver campus.

Position Duties

Essential Functions:

  1.  Support and prepare accounts payable: ensure compliance with policies and procedures; manage identification of accrual transactions at year end; maintain vendor Masterfile; assist with annual 1099 reporting.
  2. Support in the issuance accounts payable warrants and ACHs: enter data, issue and void warrants, record registries with County Treasurer, disburse payments, resolve stale-dated warrants.
  3. Support and prepare accounts payable for enterprise funds, imprest accounts, and store purchase cards as necessary.
  4. Support fixed and theft-sensitive management: administer in partnership with the Accounting Manager in reconciliation and maintenance of theft sensitive asset system records for Business Services, facilitate periodic inventories of assets, assist with policies and procedures and agency compliance.
  5. Review and process Accounts Payable contracts for the Agency; management of electronic signatures and filing.
  6. Support and prepare monthly expense reimbursements for agency staff and non-employees regarding travel, per diems, and phone stipends. Ensure compliance and accuracy with policies, procedures, and support.
  7. Support General Ledger II in P-Card program: serve as an administrator for the program for user interface and access. Assist in monthly journal entry to record transactions to accounting system and manage documentation of purchases with p-cards.
  8.  Provide back-up support for issuance of receipts of cash transactions and prepare deposits as needed for heavy workload or absences within the department.
  9. Actively participate in systems initiatives as assigned which may include improvement of system function utilization and/or implementation of new systems and processes.
  10. Maintain temporary and archival records and files in area of job assignment for compliance with State Records Management Guidelines and for accessibility for annual audit reviews and other inquiries.
  11. Actively contribute to accomplishment of department goals and success: prioritization of job responsibilities to meet reporting deadlines; ensure cross training to provide departmental support across job assignments; execute assigned general support duties.

Other Functions:

  1. Cross training for contract processing and accounts payable functions in absence of staff
  2. Other duties as assigned.

Minimum Qualifications

Minimum Qualifications:

  1. High School Diploma or GED and two years post high school training or equivalent experience in related field.
  2. Recent experience with spreadsheets and computerized systems for data / transaction maintenance.

Preferred Qualifications and Skills:

  1. Associate's degree in related field.
  2. Experience in public agency.

  1. Office environment.
  2. Perform stationary routine and repetitive functions for extended periods.
  3. Regular attendance during scheduled work hours.

Employment Requirements:

  1. Successful completion of a criminal history and fingerprint check through the Washington State Patrol and FBI.
