The Project Manager, Intr. supports the U.S. Citizenship and Immigration Services (USCIS), Office of Security and Integrity (OSI), Program Management Office (PMO) to assure that OSI projects and programs receive substantive, repeatable, standardized support and provide a project management approach to project delivery and business change in a controlled methodology. The PMO is the source of documentation guidance and metrics in the practice of project management and execution. They manage projects and the associated risk to assure efficient and successful project implementation for OSI. 


The Project Manager, Intr. provides program management support services for OSI-related projects and initiatives to include, but is not limited to, ensuring that OSI projects fulfill requirements and specifications, are completed within defined schedule, and are completed within defined cost parameters to the Government, including overall management support of the programs/projects. 


This position requires expert knowledge of and proficiency in SQL, Oracle DB, and SAS skills.


Specific duties include but are not limited to: 

  • Technical Writing and Reporting support:
  1. Prepare periodic security reports and presentations by compiling text, graphics, and data from multiple sources into a cohesive product.
  2. Assist in drafting Branch-level documentation, such as process, instructional, standard operating procedures (SOPs), and user manuals.
  3. Create standard and ad-hoc program management reports for analyses and presentations.
  4. Create process flow diagrams, flow charts, and project plans.
  5. Examples of software for development of reports include, but are not limited to, Microsoft Project, Microsoft Visio, and Microsoft PowerPoint. 
  • Information Technology/Database Analyst support:
  1. Utilize Sequential Query Language (SQL) to formulate queries from multiple tables within the specific, measurable, achievable, realistic, and timely SMART System (Oracle DB).
  2. Develop validate techniques/methods for SMART System (Oracle DB) query results.
  3. Utilize Statistical Analysis System (SAS) Enterprise Guide to query data SAS Enterprise Guide data server.
  4. Develop validate techniques/methods for SAS Enterprise Guide query results.
  5. Perform ad-hoc system queries and data analysis. 
  • Additional duties include:
  1. Coordinate PM activities with technical implementation PMs from the various OSI Divisions, as well as across other divisions within USCIS 
  2. Manage subordinate contractors assigned to the implementation of various programs. 
  3. Meet with various USCIS stakeholders to assess needs and communicate vision and direction. 
  4. Define roles and responsibilities for implementing various programs necessary to achieve the Government’s vision for fully operational capability. 
  5. Support the Senior Project Manager on support services for OSI-related projects and initiatives. 
  6. Provide professional management support to OSI in managing the USCIS Enterprise Security effort. 
  7. Analyze describe, document and diagram business models processes associated with the implementation of various programs. 
  8. Develop training collateral and training plans associated with the implementation of various programs. 
  9. Business process modeling & reengineering support. 
  10. Develop DHS and USCIS specific project initiation documents, including Project Charters and Project Management Plans, to define roles, responsibilities, project scope, operational activities, and governance structure. 
  11. Project Change Control support to ensure specific product or service changes are introduced in a controlled and coordinated manner. 
  12. Project Risk management, quality management, communications management, portfolio management. 
  13. Project scheduling support. 
  14. Integrated Project Team facilitation, organizational assessments, and cost/benefit analyses. 
  15. Prepare and present white papers and progress reports; assist management with analysis of costs, schedules, and performance of the work. 
  16. Project budgetary projection development process. 
  17. External service provider work order and package development. 
  18. Training support including answering questions related to project management standards and applications. 
  19. Handle corrections to assure timely and accurate reporting. 
  20. Prepare project documents and status reports. 
  21. Support project management phases such as planning, execution, and result monitoring. 
  22. Coordinate project activity and facilitate staff and IPT meetings. 
  23. Develop and maintain policies relating to USCIS operations.

Requirements

  •  U.S. Citizenship
  • Associate degree or higher
  • PMP certification (preferred)
  • Related knowledge and experience (5+ years)
  • Experience in program management principles and disciplines, including business process remodeling/reengineering and project leadership
  • Expert knowledge of and proficiency in SQL, Oracle DB, and SAS
  • Excellent Microsoft Office Skills, including familiarity with MS SharePoint
  • Strong oral and written communication skills
  • Successful completion of corporate background investigation, including criminal and credit checks
  • Ability to obtain and maintain a Government suitability determination/security clearance
