About the Department

The JTO Program Administration is currently seeking to fill a vacancy for an Employment and Training Worker I/II who will support individuals in human services, justice-involved, and workforce development programs by assessing their needs, creating plans to address barriers such as housing and education, and coordinating placements in employment or housing services. You’ll also monitor progress and connect participants with vital community resources, all under supervision.

Receives immediate (Employment and Training Worker I) or general (Employment and Training Worker II) supervision from assigned supervisory or management staff. Exercises no direct supervision over staff. 


CLASS CHARACTERISTICS


Employment and Training Worker I: This is the entry-level classification in the Employment and Training Worker series.  Initially under close supervision, incumbents learn and perform routine duties to assist participants in overcoming barriers to self-sufficiency. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently.  Positions at this level usually perform most of the duties required of the positions at the Employment and Training Worker II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern.   Exceptions or changes in procedures are explained in detail as they arise.  


Employment and Training Worker II: This is the journey-level classification in the Employment and Training Worker series.  Positions at this level are distinguished from the Employment and Training Worker I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative.  Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.


This class is distinguished from the Senior Employment and Training Worker in that the latter provides technical and functional direction to lower-level staff in addition to performing the most complex work assignments.


Positions in the Employment and Training Worker class series are flexibly staffed and positions at the II-level are normally filled by advancement from the next lower level, after gaining the knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class.

Position Duties

Some duties, knowledge, skills, and abilities may be performed in a learning capacity for entry-level (I Level) positions. 


  • Schedules appointments and conducts interactive, fact-gathering interviews with program participants to assess training, education, and employment background, individual and family needs, employability, and barriers to self-sufficiency; provides referrals for additional supportive services and resources within the County and external agencies. 
  • Administers and interprets various assessments and evaluations to determine employability based on education and vocational training and employment history; provides employment, training, and career guidance counseling. 
  • In collaboration with participants, develops individualized action plans and goals to address and overcome barriers to self-sufficiency; provides appropriate supportive services to assist participants in achieving progress toward goals.
  • Regularly monitors participant job search, vocational training, and/or work-based training activities and progress toward goals via weekly and/or monthly contact/engagement in the office or in the field as required by program; reevaluates and modifies action plans and goals as necessary in line with participants needs and current situation/barriers. 
  • Develop and present workshops and/or presentations on job search, workforce development and/or justice-involved topics. 
  • Provides housing counseling and supportive services for participants in need of stable housing; assists participants in reviewing/determining feasible budget for housing, reviewing leases, transitioning and adjusting to temporary and/or permanent housing, and issuing payments for hotels, temporary, and permanent housing needs according to participant eligibility. 
  • Performs case management services in the office, juvenile hall, jail, participants homes, housing shelters and other locations. 
  • Maintains a caseload of assigned participants and ensures compliance with program requirements related to employment activities; takes action to initiate sanctions for non-compliance as required. 
  • Sets daily, weekly, and monthly work site orders and directs the work of program participants at an assigned site(s); provides work direction and training in various unskilled and semi-skilled occupational areas and trades; monitors and evaluates participation and performance; and prepares various related reports, memos, and correspondence. 
  • Interprets, applies, and explains various program rules and regulations governing program eligibility, required employment activities, and legal rights and responsibilities. 
  • Prepares, maintains, verifies, updates, revises, and/or sends out electronic and physical documents, records, reports, files, forms, assessment packets, and/or applications and renewal/recertification packets; resolves information discrepancies; enters information into, maintains, monitors, and/or updates documents, databases, online systems and software.
  • Coordinates with internal and external agencies to provide services, advocates for participants, and maintain collaborative partnerships to assist participants in meeting goals. 
  • Initiate and maintain ongoing personal contacts and relationships with a variety of business and industry representatives and job placement agencies to promote programs for participant placement.
  • Provides support coordination of recruitment and job fair events.
  • Within established parameters, approves and provides supportive services such as transportation and childcare and ancillary payments including but not limited clothing and diaper stipends. 
  • Maintains accurate and detailed records, files, and notes related to case actions and participant interactions; updates information, researches discrepancies, and performs data entry; maintains confidential participant documentation.
  • Attends, and participates in a variety of unit, division, departmental and interdepartmental meetings related to program(s), services and individual participants; provides input related to participant plans, goals, and progress as well as needs for additional supportive services and referrals. 
  • Provides training to less experienced staff and volunteers as assigned.
  • May ensure the enforcement of labor and employment laws on work-base learning worksites.
  • May coordinate with landlord to prevent evictions or create stable housing solutions.
  • May need to coordinate transportation or drive individuals to housing appointments.
  • May conduct property walkthroughs and facilitate improvements to ensure habitability; may review and ensure accuracy of lease agreements and needs related to rent, rules, security deposit, and other items.
  • May support the resolution of client barriers to housing including evictions, felonies, credit score, collections status, household size, and rental history.
  • Performs other related duties as assigned.


When assigned to justice-involved programs:
  • Will be housed in a high-risk environment at Kings County Probation, Kings County Juvenile Hall, Kings County Day Reporting Center, and/or the Kings County Jail facilities. 
  • Perform aforementioned duties with high-risk participants which have a justice-involved background.
  • Conduct workshops and/or presentations at California Department of Corrections facilities and/or within the Kings County Jail. 

Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.   A typical way to obtain the required qualifications would be:


EDUCATION AND EXPERIENCE


Education:

  • Employment and Training Worker I and II: Equivalent to completion of two (2) years of college (60 semester units) with emphasis in career planning, vocational counseling, sociology, marketing, human resources, or closely related field. (Substitution: Additional qualifying experience may substitute the required education on a year for year basis for up to two (2) years.


Experience:

  • Employment and Training Worker I: One (1) year of experience in a public contact position with responsibility for interviewing applicants or case participants, exchanging detailed verbal information with customers, communicating with employers/customers to elicit information, and/or interpreting and applying policies, laws or regulations. 


  • Employment and Training Worker II: One (1) year of experience performing duties at a level equivalent to an Employment and Training Worker I with Kings County.  


LICENSES AND CERTIFICATIONS


Licenses:

  • Possession of a valid California driver’s license issued by the Department of Motor Vehicles at the time of appointment.

SPECIAL REQUIREMENTS


Qualify for security clearance through a background investigation and fingerprint check. Ability to travel within and outside the County. Certain positions in this classification may be designated as bilingual, requiring fluency in a foreign language. Positions in this classification are required to rotate assignments and to rotate between the agency’s central location in Hanford and outlying sites, including a lockdown/controlled facility, as assigned and other locations.
