Performs supervisory, instructional, investigative, and access control functions in the Hospital and related facilities. Supervises and directs the activities of all classifications within the Department in order to provide optimal security and protection to patients, visitors and staff. Ensures proper execution of established Hospital, System and departmental Standard Operating Procedures. Recommends and implements techniques for the improvement of quality and efficiency of the Department of Protective Services.

- 1. Reports to the Operations Manager, Protective Services, and performs supervisory, instructional, investigative, and access control functions in the Hospital and off site properties. Supervises and directs the activities of Department personnel in order to provide optimal security and protective services. Routinely oversees the Central Communications Operations on both campuses. Ensures proper implementation of established Hospital, System and departmental Standard Operating Procedures. Facilitates the efforts of outside agencies to perform their duties while conforming to Hospital and department protocol. Recommends and coordinates the improvement of quality and efficiency in the Department of Protective Services.
- 2. Supervise the Central Communications Operations on both campuses, delegating daily assignments to department personnel, supervise reliefs, evaluates personnel and equipment, and ensure that adequate security coverage in the Hospital and off site properties is maintained.
- 3. Supervise and direct all personnel assigned to the shift, in accordance with guidelines received from the Director/Operations Manager.
- 4. Coordinate, supervise, and evaluate closely, the work activities of the Protective Services staff; conducts follow-up investigations and ensure that action taken is within the scope of the law and Hospital policy.
- 5. Advise the Director/Operations Manager of any and all operational problems on a daily basis, either through written pass on or verbal communication.
- 6. Initiate documentation of security violations, criminal incidents, and related problems, and participate as needed in the successful resolution of such matters.
- 7. Direct the Protective Services personnel to resolve any situations that arise which may be considered hazardous or life threatening.
- 8. Participate in selection, certification, and Field Training of new personnel.
- 9. Evaluate and submit performance reviews for all direct reports, recognizing and rewarding personnel for actions above and beyond the scope of their duties.
- 10. Participate in decision making regarding performance reviews and/or necessary disciplinary action.
- 11. Supervise and coordinate employee identification checks, property inspections, visitor restrictions and visitor clearance checks.
- 12. Monitor Protective Services personnel for strong performances as well as deficiencies, initiate and participate in the correction of noted deficiencies.
- 13. Through Hospital based leader rounding, maintain on-going communications with employees, staff, visitors, and appropriate outside agencies to resolve problems. Serve as a consultant to employees and staff on law enforcement and court related matters.
- 14. Participate in the formation and discussion of policies affecting interdepartmental and outside agencies, functioning with higher department management personnel at staff meetings and medical peer reviews.
- 15. Provide assistance to the Director/Operations Manager in the development of Standard Operating Procedures necessary to support the Hospital's mission statement.
- 16. Ensure that established administrative guidelines are adhered to when outside agencies are conducting official business on hospital property.
- 17. Coordinate and participate as a member of the Hospital's Emergency Response Team responding to fire alarms and other medical emergencies in non-patient care areas
- 18. Coordinate and respond to HUGS system alerts/alarms. Coordinate an action plan in response to an alert that a possible abduction is occurring or has occurred. Work with respective patient units to be sure problems are resolved.
- 19. Supervise and coordinate the efforts of Protective Service personnel and the Emergency Response Team during a fire alarm until relieved by the New Haven Fire Department. If contacted, coordinate all emergency decisions with the Administrator on-call (AOC) or the Off Shift Clinical Executive (OSCE). Make available all assigned personnel to assist the New Haven Fire Department and/or Nursing if evacuation becomes necessary.
- 20. Required to meet all the job specifications of the Senior Patrol Officer position and perform in that capacity as required.
- 21. Coordinate and supervise the Hospital based customer service philosophy "I am Yale New Haven" Program with department personnel.
- 22. Monitor and maintain Lost and Found Property, and Patient Valuables,communicating with the Cashier's Office to ensure that the safekeeping program is operating effectively.
- 23. Coordinates or assists with the issuance of all departmental uniforms and equipment. Maintains or assists with maintaining an accurate inventory of all uniforms and equipment in storage.
- 24. Supervises and coordinates impact weapon training, OC spray training, firearms qualification, ensuring that all departmental personnel receive the mandatory training for State certification. Assists in the organization and implementation of routine or special training/instructional programs. Maintains a training file for all direct reports.
- 25. Assists the Project Manager and that team in repairing of all portable radio and communication equipment.
- 26. Responsible for ensuring that all departmental reports are properly completed, corrected, signed off on and distributed to the proper administrative personnel.
- 27. Ensures that information, notices, and policy updates are correctly disseminated to direct reports by attending bi-weekly management meetings and monthly lineups .
- 28. Oversees shift schedules, delegates daily assignments of Senior Patrol Ofiicers, Specialists, and CCO's, in all areas of the Hospital and off-site properties. Assumes responsibility for covering assignments open due to PTO, sick time, FMLA, jury duty, medical leave of absence, training, or other reasons.
- 29. Coordinates and conducts, as needed, vehicle escorts to Hospital parking areas and approved off-site properties/locations.
- 30. Supervises and performs interior and exterior patrols of the Hospital and off-site properties.
- 31. Through "Operation Safe Corridors" support the standards set by CMS, DPH, and the Joint Commission as well as meeting, communicating with all staff during daily rounding.
- 32. Supervise and maintain the Morse Watchman key control system for the Hospital and off-site properties inclusive of the issuance of restrictive and nonrestrictive keys and the identification of authorized persons requesting access to restrictive areas.
- 33. Establish and maintain working relationships with the New Haven Police Department, Yale University Police Department and Administration, as well as Greater New Haven Community, Social Services, and other outside agencies.
- 34. Assists the Director/Operations Manager with all other tasks as required and assigned. Works closely with all other Supervisor (LTs) to ensure supervisory consistency across both campuses 24/7, 365.
- 35. Consistently and effectively ensure the safety of patients, staff, visitors, and property of the Hospital and off-site properties.
EDUCATION
Graduation from Police Officers Standards and Training (POST) Academy and in full compliance of Connecticut General Statutes (Statute #7-294-e) with some college credit and/or Associate's Degree preferred.
EXPERIENCE
At least six (6) years of law enforcement related activities including some supervisory responsibility preferred. At least two (2) years experience within the Department of Protective Services.
LICENSURE
Successful completion of POST Academy with some collge (credits) preferred. Must have a current driver's license and an acceptable driving record. Must have a valid State of CT pistol permit
SPECIAL SKILLS
Ability to act quickly and appropriately in emergency situations as well as ability to supervise and direct the work of departmental personnel in all three classifications (Officer, Security Specialist and Central Communications Officer).
PHYSICAL DEMAND
Abiltiy to perform supervisory responsibilities and make sound decisions as it relays to the full and proper daily operations and supervision of all personnal. Represent the Department and Hospital in a positive light with thedecisions and collaboration

Candidate must be or have been POST certified.
Some prior supervisor experience preferred.
