About the Department
Position Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties to provide direct or indirect service to the citizens may be assigned.
- Performs management work involving the analysis and interpretation of financial issues and supervises or evaluates a variety of the City’s Social Services financial programs;
- Responsible for supervising, including training, evaluating, and assigning work to staff;
- Performs complex accounting work, fiscal reporting, cost effectiveness functions and generally accepted governmental accounting procedures;
- Works as a fiscal liaison to the Virginia Department of Social Services and the city;
- Interacts with high level local and state officials, citizens and others to provide complex information and to interpret state, federal and City financial rules and regulations on behalf of Social Services
- Verifies and approves departmental invoices for payments to vendors and verifies expenditures are reported to correct program and funding stream for reimbursement;
- Develops a system to accurately account for expenditure of funds;
- Assists internal and external auditors with review of financial activities and case activities related to social services programs.
ADDITIONAL DUTIES AND RESPONSIBILITIES include the following:
- Assists with staffing local emergency shelters.
- When unusual situations occur and/or the City Manager declares a State of Emergency, all employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery
- Depending on work assignment, may be required to perform a variety of duties in support of operational requirements and direct citizen service delivery such as acting as a back-up to other staff and response to weather-related and other emergencies. May be required to work outside of normal work hours, to report to work during inclement or unusual weather or other conditions or to respond in other abnormal situations.
- Other duties to provide direct or indirect service to the citizens may be assigned.
SUPERVISORY RESPONSIBILITIES
Provides leadership on a division/department level. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION AND EXPERIENCE
Bachelor's degree in Accounting, Business Management, Finance or related field or equivalent combination of training and experience which provides the required knowledge, skills and abilities. A minimum of 5 years of financial related and supervisory/management experience.
Other Qualifications
- CPA or GFOA certification preferred.
- Depending on work assignment, may be required to have a valid driver’s license issued by the Commonwealth of Virginia and acceptable driving record according to City criteria.
- Must satisfactorily complete criminal background check, drug and alcohol screen and Child Protective Services Registry check.
- Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
