About the Department

THE OPPORTUNITY: 

The Park District is currently recruiting for an Assistant Finance Officer located at the Park District’s Administrative Office, 2950 Peralta Oaks Ct., Oakland. The hiring pools established from this recruitment will be used to fill the current vacancies and additional vacancies that may occur during the one-year life of the hiring pools.

THE DIVISION & DEPARTMENT

The Finance and Management Services Division (FMS) provides strategic financial and operational management with a long-term view on fiscal sustainability and stability. The Division emphasizes prudent stewardship of resources, including development and administration of accounting, financial planning, and reporting systems; developing and maintaining the District’s ERP system; reception and administration at headquarters, procurement and centralized purchasing services; revenue collection, and capital finance management and grant administration. The Division is responsible for managing the District’s operating, capital project, and program budgets. The Finance Department provides sound fiscal management and stewardship of the District’s financial assets, ensuring stability and solvency for the achievement of District goals, while demonstrating accountability, transparency, and trustworthiness in the management of the District’s financial resources.


IDEAL CANDIDATE:

The East Bay Regional Park District is seeking an innovative, strategic leader and administrator with demonstrated and verifiable experience in understanding the complexities of a large organization’s financial responsibilities, and effectively managing purchasing/procurement, accounts payable, having a strong understanding of government accounting and budgeting. This role provides strategic leadership over the District’s centralized procurement operations, supporting all divisions and departments to ensure goods and services are acquired in a manner that maximizes value and aligns with organizational goals. The ideal candidate will be an experienced procurement professional with extensive knowledge of public sector procurement practices. They must be a problem solver and have the ability to emphasize superior customer service throughout the organization. Excellent communication and interpersonal skills, emotional intelligence and political judgement are required to build solid relationships with Park District leadership, partnering agencies, and other key stakeholders. The successful candidate will oversee procurement planning, coordination, and execution. They will guide policy development, streamline processes, ensure compliance with regulations, develop sourcing strategies, and foster relationships with internal and external stakeholders. They will possess a commitment to staff and leadership development, and creating an inclusive culture where employees will thrive in an environment of process improvement and honest, open communication. The ideal candidate will be a results- driven team leader who fosters productivity through a collaborative approach.

Position Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Plans, organizes, supervises and coordinates the activities, programs and staff of the Finance Department.
  • Participates in the establishment of departmental policies and procedures in accordance with Park District and Finance & Management Services Division goals and objectives. 
  • Develops and administers comprehensive financial and accounting programs in line with the Park District’s Master Plan. 
  • Assists in the formulation and implementation of departmental priorities and objectives. 
  • Ensures compliance with local, state and federal laws, regulations, codes and standards; develops management systems and procedures for program evaluation. 
  • Updates, develops, and implements policies, procedures, and internal controls to ensure that accounting processes and record keeping adhere to governmental accounting practices. 
  • Prepares requests for proposals and facilitates selection for specialized and technical financial services. 
  • Participates in the development and management of internal service funds, grants, business plans, and special initiatives to support agency operations. 
  • Provides highly responsible, and complex, expert consultation to the Park District’s executive management team. 
  • Develops partnerships with other agencies and/or private businesses and other business models. 
  • Serves on a variety of internal and external committees, work groups, and/or ad hoc task forces related to field of expertise. 
  • Works directly with departments to continually improve customer service, internally and externally. 
  • Oversees and assists with the preparation of Finance & Management Services trainings; selects, develops, motivates, evaluates and directs the work of subordinate staff directly and through subordinate supervisors. 
  • Provides oversight and guidance to subordinate supervisors in personnel and labor relations matters; may represent the Park District and make presentations as required to the Board of Directors and Board Committees, or at governmental or public meetings. 
  • Acts as Assistant General Manager of Finance and Management Services/Chief Financial Officer as directed; and performs related duties as assigned.

Budget/Investments Assignment: Oversees cash and investment management, preparation of investment policy and reports, operating and capital budget development, long-term forecasts, budgeting of internal service and special revenue programs, debt management, preparation of tax levies and special assessments, review of pension assets and liabilities, and manages procurement functions, including purchase cards and requests for proposals; develops Board Finance Committee monthly agenda and reviews monthly minutes. 

Accounting Assignment: Manages the annual audit process and preparation of Annual Comprehensive Financial Report in compliance with accounting and auditing standards; prepares periodic and special financial statements and statistics; supervises and oversees accounts payable, accounts receivable, bank reconciliations, fixed assets, monthly and year-end general ledger functions, and payroll function to ensure proper accounting and accurate reporting in accordance with laws, regulations, employee bargaining agreements. Responsible for review and update of  Park District fiscal policies and procedures; works with the Information Services Department and consultants to administer the electronic financial/accounting software system; ensures accurate and timely reporting and employee pay; collaborates with the Human Resources Department to ensure delivery of accurate and timely employee compensation and benefits. 

Capital Finance/Grants Assignment: Manages District-wide capital finance and funding programs; performs highly complex professional assistance in support of the Park District’s Executive Team and Board of Directors in the delivery of capital finance planning, development of funding strategies, and long-term capital budgeting; supervises office services function; oversees grants process, grant compliance, and the review of grant applications and reports; Manages internal service and special revenue programs; analyzes existing Park District infrastructure needs; evaluates the status of Park District projects; prepares funding plans for projects and monitors progress; manages projects as necessary; provides supporting information to the Park District’s Legislative and Government Affairs unit and other staff developing Park District legislation.  


Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education: A Bachelor's degree from an accredited college or university in accounting, finance, or a related field,

AND

Experience: Six (6) years of experience in governmental accounting/financial administration, including three (3) years of supervisory responsibility.

Substitutions: A Master’s degree from an accredited college or university in a related field or a current license as a Certified Public Accountant (CPA) may be accepted as an equivalent to a maximum of two (2) of the required non-supervisory six years of experience.


Desired Qualifications 

Possession of a CPA license or master’s degree in Business or Public Administration, Finance or related field is highly desirable.

Extensive experience in public sector procurement.

Certified as a Public Procurement Officer, i.e., CPPO or CPP.

Certified Public Finance Officer (CPFO)


KNOWLEDGE, SKILLS AND ABILITIES:

Ability to: plan, organize and evaluate Department activities and staff; assist with the development and implementation of goals, objectives, policies, procedures, work standards and internal controls; direct, evaluate, and supervise work of assigned personnel; interpret and apply laws, rules and regulations; manage security and coordinate continuing system improvements with staff and consultants; provide technical consultation to internal and external customers and stakeholders; set and achieve measurable goals and objectives; analyze and problem solve; manage multiple competing priorities; prepare and analyze comprehensive reports, budgets, correspondence and other written materials; develop reliable estimates and financial forecasts; balance competing interests in a regulatory and political environment; communicate clearly and effectively both orally and in writing; effectively contribute to the Park District's Equal Employment Policy objectives; interpret and apply administrative/operational polices, practices and procedures, including the applicable memoranda of understanding with the Park District’s labor groups;  demonstrate interpersonal sensitivity; exercise sound judgment, initiative, and tact; establish and maintain effective working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers.

CONDITIONS OF EMPLOYMENT:

Must pass a Level 2 Background Check.

May be required to attend public hearings and other meetings which may be scheduled outside of normal work hours.


MANAGEMENT DESIGNATION:   This position is not affiliated with a union and is considered part of the Management group and is exempt from the provisions of the Fair Labor Standards Act (i.e. is not eligible for overtime); in addition to the regular work schedule, this position may require availability to work evenings and/or weekends. The probationary period for this position is one year.  This position is designated as “at-will” and serves at the pleasure of the General Manager.

Internal Promotions: Placement shall be made at the first step in the salary range for the new position (Step A) unless the salary rate at Step A of the new position is less than a 5% increase. In such instances, the employee will be placed at a step in the new salary range that ensures at least a 5% increase.
