DEFINITIONThe Wastewater Superintendent oversees the maintenance and repair activities of the City’s wastewater collection system, including maintaining, repairing and replacement of pumps, motors, electrical and electronic control systems, emergency power generators, flow monitors, grinder pumps, closed circuit television inspection (CCTV), and supervisory control data acquisition (SCADA) equipment; executes wastewater asset management and preventative maintenance strategies, and fats, oils and grease (FOG) programs; and protects public health through implementation and monitoring of programs and procedures which comply with federal, state and local regulations, codes and policies.

Exercises general supervision over assigned maintenance and contract staff.
Position Duties
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
Performs duties and responsibilities commensurate with assigned functional area which may include any combination of the following tasks:
- Plan, schedule, and oversee the maintenance responsibilities of the City’s wastewater collection systems assets and equipment including emergency power generators, flow monitors, grinder pumps, lift stations, manholes, CCTV and SCADA systems; eductor truck, emergency response van, sewer line rapid assessment tool (SL-RAT), fleet vehicles and various other hand and powered maintenance tools. and other specialized equipment for 24/7 operations and emergency response events.
- Provide supervision and leadership of assigned personnel; advise, coach, train and motivate staff; approve leave requests and timesheets; recommend hiring of employees, evaluate job performance and discipline subordinates in accordance with established policies and procedures; and exercise independent judgment and initiative within general guidelines.
- Perform administrative functions associated with leading a public utilities workgroup including maintaining accurate records; ordering parts, supplies and equipment; damage claim investigations; preparing written reports and correspondence; and developing processes, policy and procedures.
- Contribute to and support capital improvement program and service improvement efforts by participating in long-range wastewater master planning.
- Develop and manage an after-hours on-call schedule that ensures adequate coverage for wastewater-related emergencies, including providing initial and ongoing training to ensure staff are competent and knowledgeable about their responsibilities and ensuring an equitable rotation of on-call assignments.
- Utilize specialized computerized maintenance management software and other tools to monitor and report cost of service (equipment, labor and material) and asset performance including CCTV and visual inspection condition assessments; and geographical information system (GIS) data coordination for informed asset preventative maintenance, repair and replacement decisions.
- Oversee the maintenance and repair of wastewater control instrumentation, telemetry, motor control centers and other equipment that support real-time systems used for monitoring and controlling wastewater operations.
- Oversee the Fats, Oils and Grease (FOG) program, including inspection of grease interceptors and traps, manholes and mainlines; public education and outreach; investigate and resolve non-compliance issues, rodent control and initiate enforcement actions when required.
- Develop and implement operational work practices and procedures; promote culture of continuous improvement; and direct workflow and prioritization of work activities.
- Coordinate facility and fleet acquisition, preventative maintenance, repair and replacement needs with Parks, Fleet and Facilities Manager.
- Develop operating budget recommendations; justify budget requests, monitor expenditures, and review financial reports to ensure sound fiscal control.
- Maintain cooperative relations and coordinate wastewater maintenance activities with peer agencies and other city divisions and departments.
- Attend meetings, conduct research, compile information, complete special projects and various reports, and make presentations.
- Ensure that work areas are maintained in a safe condition and that employees perform duties in a safe manner.
- Prepare accurate, clear, concise records, reports, correspondence and other written materials.
- Provide highly responsive customer service to utility customers, contractors, developers, and others.
Minimum Qualifications
Knowledge of:
- Principles and practices in the operation, maintenance and repair of wastewater pumps, lift stations, mains, laterals, telemetry and electrical control systems and related appurtenances and equipment.
- Principles and practices of budget preparation and administration.
- Principles and practices of Asset Management systems, including condition assessments.
- Principles and practices of program development and administration.
- Safety and training practices and procedures associated with wastewater collection
- Principles and practices of contract development, negotiation and administration.
- Pertinent Federal, State and local codes and regulations, including basic employment laws
- Word processing, spreadsheet and other job-related applications.
- Oral and written communication.
- Supervisory practices, including hiring, training and performance management (appraisal, disciplinary actions and procedures).
- Leadership, teamwork and mentoring team members.
- Participate and work effectively in an organization committed to advancing principles and practices of equity and anti-racism.
- Analyze situations accurately and determine a proper course of action.
- Inspect facilities and systems for repair and maintenance need and fire, safety and health hazards.

- Interpret and apply Federal, State and local policies, laws and regulations.

Experience:
Four years of increasingly responsible wastewater maintenance experience including two (2) years' experience in a supervisory or lead position.
Training:
Equivalent to the completion of the twelfth grade supplemented by college-level course work in construction technology or specialized training in public works maintenance or a related field.
License or Certificate
Desirable licenses or certifications include:
- Washington Wastewater Collection Specialist II (WWC-II)
- Public Works Supervisor or Manager certification through APWA or similar organizations.
- Valid state-issued driver's license with an acceptable driving record* with a Commercial Driver’s license with a Class A or B with tankers endorsement highly desired.

WORKING CONDITIONS
Environmental Conditions:
Office environment with some field work; exposure to computer screens and occasionally to inclement weather conditions; work around heavy equipment. Work is performed typically while sitting, standing, driving, or frequently walking. potential exposure to biohazards and hazardous chemicals; occasional work on slippery or uneven surface. Local travel within the service area is required.
Physical Conditions:
Essential and marginal functions may require walking or standing for prolonged periods of time; While performing the duties of this job, the employee is constantly using hands to grasp objects, frequently fingering/keyboarding; occasional moderate to heavy lifting.
REMOTE WORK ELIGIBILITY
Position is not eligible for remote work based on the job responsibility and duties of the position that require job tasks to be done exclusively onsite as outlined in the Employees Working Remotely policy.
