Position Duties

  • Provide coaching and training and oversee staff assigned to reliability and regulatory compliance and the utility-wide safety program.
  • Develop, oversee, manage, and implement compliance programs in the following areas: NERC reliability standards, Internal Controls, EPA and local air district criteria air emissions reporting, EPA and CARB greenhouse gas reporting, greenhouse gas emissions cap-and-trade, renewable portfolio standards, and various other areas as assigned.
  • Oversee the implementation, development, ongoing maintenance, and evaluation of the utility-wide safety program. that serves to create and maintain an environment of safety for staff and the public. 
  • Engage and collaborate with regulators, attorneys, joint powers agencies, industry focus groups, etc. in applicable areas of regulatory compliance. Share applicable information with the Executive Team and gather information as needed to continuously improve regulatory compliance and associated compliance programs. Serve as the primary compliance contact for the utility.
  • Ensure assigned NERC, state, and federal regulatory reporting is completed accurately and submitted to the appropriate agency or regulator in a timely manner.   Attest to and certify the validity and accuracy of submitted reports, as applicable.
  • Prepare analyses, presentation materials, updates, and reports, and make presentations to various groups regarding compliance.
  • Manage the implementation of required training programs for staff assigned to reliability and regulatory compliance and safety. Maintain records of training completion. Ensure staff receive adequate training and promote a compliance and safety culture within the team.
  • Coordinate, advise, and direct division managers and assistant directors on development, implementation, and maintenance of regulatory compliance and safety program components.
  • Ensures REU’s Safety Team tracks all incidents and near-misses and participates in all investigations. Provide updates to Executive staff on a regular basis.

Minimum Qualifications

Knowledge of

  • Management principles, including personnel policies and procedures.
  • NERC compliance programs; greenhouse gas emissions compliance, including cap-and-trade knowledge of industry focus groups.
  • Utility operating practices and procedures.
  • Contracts and legal requirements.
  • Regulatory compliance programs.
  • Budget preparation and tracking procedures.

Ability to

  • Effectively manage, train, and coach staff members.
  • Work closely with and provide policy recommendations to the Leadership Team.
  • Demonstrate professional competency in compliance requirements and programs.
  • Exhibit a comprehensive understanding of the safety needs of the Utility.
  • Make clear and concise presentations on complex issues to a variety of audiences.
  • Work independently.

Education

  • Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying.
  • Typical education would include a Bachelor's degree in engineering, mathematics, economics, business, or other areas from an accredited college, university, or equivalent.

Experience

  • Typical experience would include 7 years of relevant compliance experience with a key role in NERC reliability compliance and at least two years of increasing responsibilities in greenhouse gas emissions or other air emissions compliance, legislative and regulatory affairs, and regulatory reporting. 
  • Three years of supervisory experience is desirable.
  • Two years of experience may be substituted with a Bachelor’s degree, and three years of experience may be substituted with a Master’s degree or higher.

Special Requirements

  • Possession of the appropriate California driver’s license, or the ability to acquire one within ten days of appointment.

Examination Process: The examination process may include an oral board examination, a written examination, practical examination or any combination thereof. This recruitment will establish an eligibility list that may be used to fill future vacancies.

Selection Process: Final appointment is contingent upon:

  • Positive past employment references
  • Passing a city paid fingerprint criminal conviction check (applicants 18 or older)
  • Passing of a pre-employment medical exam and drug and alcohol screening test

Veteran's Credit: Applicants who attach a copy of the DD-214 to their application indicating “Honorable Discharge” from military service and receive a passing score on the examination process will have two (2) additional points added to their final examination score.
