About the Role: The City of Balch Springs is seeking a dedicated and detail-oriented professional to join our Finance team as either a Finance Specialist I or Finance Specialist II. Placement will be determined based on qualifications, education, and experience. Both roles support the City’s financial operations, ensuring accuracy, compliance, and efficiency in processing, reconciling, and maintaining financial transactions.

Job Summary:  The Finance Specialist I/II supports the City’s Finance Department by performing a wide range of accounting functions, including processing, reconciling, and maintaining financial transactions and records. Depending on qualifications, the position may be filled at the entry-level (Finance Specialist I) or intermediate level (Finance Specialist II). Responsibilities may include accounts payable and receivable, procurement and travel, budgeting and forecasting, audit support, cash management, and asset tracking. This role requires strong attention to detail, knowledge of governmental accounting practices, and the ability to provide excellent service to both internal departments and external stakeholders.

Finance Specialist I:

  • Minimum Job Requirements: 
    • Associate degree in Finance, Accounting or related field. 
    • At least two years of related experience. 
    • A valid driver’s license.

Finance Specialist II:

  • Minimum Job Requirements: 
    • Bachelor’s degree in Finance, Accounting or related field. 
    • At least two years of related experience. 
    • A valid driver’s license.

Key Responsibilities 

  • Finance Specialist I (Entry)
    • Classify, code, post, and balance financial entries, documents, and records.
    • Audit documents for accuracy and compliance with City policies and applicable laws.

    • Assist with maintaining accounting files, asset inventory audits, and balancing financial statements.

    • Provide technical support for procurement, travel requests, audit inquiries, and budget preparation.

    • Prepare reports, cash receipts, deposit slips, and cash control records.

  • Finance Specialist II (Intermediate)
    • Maintain and balance financial statements, reports, and schedules.

    • Process journal entries, credit cards, invoices, and department finance requests.

    • Audit and reconcile financial documents, accounts, and bank statements.

    • Prepare analyses of fund balances, expenditures, and other financial reports.

    • Provide training and presentations to departments on financial procedures.

    • Maintain systems and controls for accurate budget tracking, expenditures, and asset management.

    • Recommend improvements to finance systems and departmental procedures.

A full job description for the selected classification will be provided to the candidate upon hire. This posting covers two classifications (Finance Specialist I and Finance Specialist II); however, only one vacancy will be filled.

 Knowledge of:

  • Principles and practices of intermediate accounting and clerical methods.
  • Fiscal programs and practices
  • Governmental accounting 
  • Budget control methods
  • City financial policies and procedures
  • Laws and regulations pertaining to financial operations. 

 Skills in:

  • Providing a high level of external and internal customer service.
  • Microsoft Office Suite including Word, Excel, and Outlook
  • Maintaining sustained attention to detail and working under the pressure of rigid deadlines.
  • Working independently with general instruction, performing a variety of functions, and managing multiple projects at one time.
  • Understanding, interpreting and being able to explain department office policies, rules and practices. 

Physical Demands/Work Environment: Work is performed in a standard office environment with low to moderate noise level. May work in outside settings.   Subject to sitting for an extended period of time, standing, walking, bending, reaching, kneeling, and lifting and putting away such items as records and office supplies of moderate weight of up to 75 pounds.  Working with a wide variety of people, experiencing different levels of emotions
