SUMMARY:
Manages a nursing unit or nursing specialty function such as Bed Control or Restorative Services.
ESSENTIAL FUNCTIONS:
Manages staff; interviews, hires and trains; evaluates employee performance; deals with performance problems as appropriate; delegates work assignments effectively; manages operations for quality 24/7 patient care.
Assists in managing department budget.
Designs, with agreement from Director of Nursing (DON), or Director of Behavioral Health Nursing, and implements the specific staffing plan (Acuity) and daily, shift-by-shift staffing grid.
Monitors patient acuity/staffing through the bi-weekly productivity report and takes appropriate action.
Provides safe environment for patients and caregivers, compliant to EOC rules and all regulatory requirements.
Facilitates development of unit specific standards of care with realistic and measurable patient care outcomes.
Provides orientation for the medical staff to Nursing Services.
Promotes continuity of patient care by supporting case management activities; acts as a resource to direct care providers when support services are in conflict with patient care needs.
Promotes an optimum environment in which the patient care team can accomplish mutually developed goals.
Investigates patient complaints and/or incidents, initiating corrective and/or disciplinary action.
Maintains an ongoing evaluation of customer service to ensure that systems, policies, and procedures are convenient to those being served.
Ensures compliance with requirements of federal, state and community agencies, regulatory authorities, and hospital policies and procedures.
Selects and monitors preceptors in development of their role to facilitate new grad hires incorporation into the unit staff.
Ensures the design, implementation, and evaluation of educational programs for staff.
May provide education planning, documentation, and record keeping for assigned unit(s).
Maintains clinical expertise through a variety of methods, including direct patient care as necessary.
Serve as the liaison to internal and external patient care committees, internal departments, referral hospitals,

Performs related duties as assigned.
Bed Control:
Manages the daily operations of the Bed Control Unit. Collaborates with all patient care units to design and implement processes for enhancing throughput for the admission process. Designs processes for applying and documenting criteria based admission reviews using InterQual, to ensure compliance with regulatory requirements for medical necessity, and in order to admit patients to the correct status and level of care. Interfaces with physicians to provide information and ensure excellent customer service. Educates and coaches Bed Control staff in department processes and all related regulatory requirements, communicates processes to other departments that interface with Bed Control. Trouble shoots problems, collects and interprets data, and monitors outcomes. Positions in Bed Control are expected to spend 30-45% of time in RN bed control role. Additionally, collaborates and supports the House Supervisors in daily operations management, development of processes and standard work related to capacity management, and communication dissemination. Education: Bachelor’s degree in nursing required. Experience: Three (3) years in a nursing management or leadership role, with experience in data management and process development.
Pediatric Clinical Quality Improvement:
Serve as the liaison to internal and external pediatric care committees, internal departments, referral hospitals, trauma centers, EMS agencies, primary care providers, health insurers and other entities needed to integrate services for the continuum of care. Facilitates nursing continuing education for the Emergency Department and external affiliated entities in pediatrics; ensures pediatric specific elements are included in new staff orientation. Promotes patient and family education in illness and injury prevention and promotes pediatric disaster preparedness. Collaborates with hospital administration and physician director to ensure that the ED is prepared to care for children of all ages and works with clinical leadership to ensure the availability of pediatric equipment, medication and other pediatric resources.
Restorative Services:
Manages and directs the operation of pediatric therapy, inpatient, and outpatient services within the Tucson Medical Center system or manages and oversees all operations staff for acute therapy services within Tucson Medical Center. Identifies operational adjustments necessaary to impact identified financial variations. Ensures delivery of quality therapy services Identifies patient/client needs and develops quality programs to meet those needs; ensures delivery of quality services for patients.
Supplemental Staffing:
Assists the nurse manager with leading supplemental staffing with specific focus on outcomes, and performance improvement. Provides staffing analysis to ensure clinical schedules for inpatient units meet the needs and then uses Bid Shift or contract labor to support where needed. Supervises employees engaged in clinical scheduling. Ensures that staffing documentation is accurate, financial information is verified, and provides information to appropriate units in a timely manner. Acts as the clinical liaison between IT and nursing regarding Kronos.
Observation:
Manages and directs the operations of the Observation Unit within Tucson Medical Center. Oversees all Observation staff as well identifies operational adjustments necessary to meet organizational goals for patient experience, staff engagement, patient quality and safety, as well as stewardship. Ensures optimum throughput of patients from the Emergency Department to the Observation Unit. Works collaboratively with Observation provider leadership and case management to meet observation length of stay metrics.
Clinical Education:
Manages and directs the operations of central clinical education activities and indirect operations of unit-based clinical education. Oversees all clinical education programs. In collaboration with stakeholders, monitors and manages the outcomes of programs and clinical education activities. Oversees execution of applicable contracts. Ensures alignment with national clinical education standards for Nursing.
TMC Rincon Med Surg:
Manages and directs the operations of Med Surg within TMC Rincon. Oversees all staff in these areas as well identifies operational adjustments necessary to meet organizational goals for patient experience, staff engagement, patient quality and safety, and stewardship. This role reports to the ACNO - Rincon.
TMC Rincon ED:
Manages and directs the operations of Emergency Department and Radiology Department within TMC Rincon. Oversees all staff in these areas as well identifies operational adjustments necessary to meet organizational goals for patient experience, staff engagement, patient quality and safety, and stewardship. This role reports to the ACNO - Rincon.
TMC Rincon Clinical Support:
Manages and directs the operations of Physical Therapy, Respiratory, House Supervisors, Case Management, and Educators within TMC Rincon. Oversees all staff in these areas as well identifies operational adjustments necessary to meet organizational goals for patient experience, staff engagement, patient quality and safety, and stewardship. This role reports to the ACNO - Rincon.
Intensive Care Unit:
Manages and directs the operations of the Cardiovascular and Neuro-Medical Intensive Care Units. Oversees all ICU nursing staff as well as Central Monitoring and the Rapid Response Team. Identifies operational adjustments necessary to meet organizational goals for patient experience, staff engagement, quality, safety, and resource stewardship. Ensures effective patient flow, coordination of care, and adherence to evidence-based critical care standards. Collaborates with physician leadership and interdisciplinary teams to support optimal clinical outcomes and team performance.
MINIMUM QUALIFICATIONS:
EDUCATION: Bachelor’s Degree in Nursing. (Some positions may substitute a Bachelor’s Degree in a related healthcare field plus relevant experience/training related to the specific skill area, such as Vascular-Urology Lab.)
EXPERIENCE: Five (5) years of relevant nursing or applicable healthcare experience with mastery of the role and competencies for assigned area required; evidence of leadership, teaching and interpersonal skills, and documentation of professional development.
LICENSURE OR CERTIFICATION: Current RN license permitting work in the state of Arizona and current Basic Life Support (BLS) certification required. Additional certification may be required per department.
KNOWLEDGE, SKILLS AND ABILITIES:
· Knowledge of critical care techniques, tools and responses required to ensure optimal patient care.
· Knowledge of processes and procedures to follow during a rapid response, code, or stroke call.
· Knowledge of surgery specialties and how to prepare, assess and provide post-operation patient care to ensure best practices are followed.
· Knowledge of infectious diseases, OSHA and CMS requirements, microbiology and surveillance practices for infection control.
· Skill in evaluating performance and recommending improvements.
· Skill in managing and training staff.
· Knowledge of position control strategies and forecasting staffing needs.
· Skill in strategic planning and developing staffing plans to meet not only current needs but also future needs.

· Skill in developing training materials and educating staff in the proper responses for critical care issues.
· Skill in the use and maintenance of computer systems and programs, especially NRCPR, PC File and Folder, Word, EXCEL, e-mail and attachment capabilities, Outlook, and PowerPoint.
· Skill in communicating with staff involved in critical care, and physicians to ensure the proper care of patients.
· Ability to create analyze reports to evaluate staffing needs based on a wide variety of statistical data.
· Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
