Role Description:

The Sourcing Specialist II is responsible for managing multiple sourcing and contracting activities for assigned categories. Utilizes a high degree of accuracy in the preparation of solicitations and product/service specifications, contract agreements, and purchase orders.  Performs duties independently.

 

Essential Duties & Responsibilities:
  • Participates in the development and implementation of category and sourcing strategies and goals for the assigned categories to achieve department and business goals.

 

  • Independently manages the full range of sourcing and contracting activities for the assigned categories or as requested by management.

 

  • Develops complex RFx and other solicitation documents and independently manages and leads the entire sourcing and contracting process including vendor search, proposal evaluation, deal and contract negotiation and award in accordance with established procurement regulations, and policies and procedures. 

 

  • Assists in research and analysis of products and services to ensure quality and price control.

 

  • Conducts procurement activities in accordance with procurement regulations, and policies and procedures.

 

  • Sources and evaluates new vendors for price reasonableness, product quality and service capabilities.

 

  • Interviews suppliers, reviews specifications, solicits bids, negotiates prices and places orders while seeking to obtain the best value for the Authority. 

 

  • Monitors contracts to ensure that contractors perform in accordance with terms, conditions and specifications of their contracts.

 

  • Maintains purchasing and contracting records, and procedures.

 

  • Performs other related duties and projects as assigned at the discretion of the immediate supervisor.

Key Working Relationships: Interacts with co-workers in the Department and throughout the Authority, vendors, suppliers, and representatives from other organizations and agencies.

Required Skills & Qualifications

Required Experience:
Three (3) years of progressive experience related to performing the procurement of supplies, services, etc.
Minimum Education Requirements:
Bachelor’s degree in Business, Technical, or related field from an accredited college or university.
Required Skills:
Ability to conduct professional contract negotiations.
Ability to express ideas and convey information effectively, both orally and in writing.
Ability to handle and project manage multiple sourcing projects and achieving consistent savings.
Ability to work independently and set priorities to accomplish goals on time.
Ability to travel as required.

Preferred a Professional certification from the Institute for Supply management (ISM), APICS, the National Institute of Government Purchasing (NIGP), or National Contracts Management Association (NCMA), or the ability to obtain certification from any of these organizations within one (1) year of employment.
