SUMMARY OF RESPONSIBILITIES
The Human Resources Manager is a strategic partner to the Executive team and leadership team, and is responsible for defining, developing, and implementing human resources initiatives. The Human Resources Manager is responsible for providing leadership and strategic direction for all areas of Human Resources including, but not limited to, the following: employee relations, retention, talent acquisition and assessment, compensation management, performance management, benefits administration, records management, training and leadership development, and developing HR policy and procedures.
ESSENTIAL FUNCTIONS
(1) Reviews and makes recommendations to executive management for improvements or edits to the Company’s policies, practices, and procedures on all personnel matters including developing strategic initiatives.
(2) Maintains current knowledge of industry trends and practices and employment legislation and ensures organizational compliance with federal, state and local legislation.
(3) Collaborates with management team in communicating changes in Company’s personnel policy and procedures and ensuring that team members comply with the Company’s policy and procedure manual.
(4) Communicates and consults with the Vice President of Clinical Services on all personnel matters, including, but not limited to disciplinary action, and termination.
(5) Investigate and resolve employee relations issues in collaboration with the Vice President of Clinical Services, to ensure that internal/external complaints are addressed efficiently and promptly.
(6) Administers the organization’s total rewards (compensation and benefits) programs. Oversees benefits administration (including review and selection of plans), 401(k), leave administration, paid time off (PTO), worker’s compensation, workplace accommodations under the Americans with Disabilities (ADA) and FMLA.
(7) Develops and oversees the Company’s performance management system, including 90-Day Performance Evaluations, annual Employee Performance Evaluations and Performance Improvement Plans, ensures reviews are scheduled and closed out promptly.
(8) Administers wage and salary plan in collaboration with the Vice President of Clinical Services. Analyzes and recommends changes as necessary.
(9) Recruits, hires, trains and mentors HR staff.
(10) Oversees talent management (recruitment and hiring) and employee life cycle process (onboarding and offboarding) for optimal effectiveness and efficiency based on the organizational mission, vision, values and objectives.
(11) Oversees pre-employment processes including background checks, drug screens, etc.
(12) Works directly with department managers as needed to assist them with resolving issues, problem solving and otherwise carrying out their responsibilities on personnel matters.
(13) Conducts workplace investigations as needed in collaboration with the Vice President of Clinical Services and advises executive management on findings and recommendations to resolve issues.
(14) Administer workers compensation and unemployment claims.
(15) Collaborates with other members of leadership team to ensure effective staff training and organizational development.
(16) Develops and maintains a human resource information system that meets the organization's personnel information needs and otherwise maintains an effective personnel records management system.

REQUIRED EDUCATION, EXPERIENCE, AND/OR CERTIFICATIONS
The position requires (a) an associates or bachelor’s degree from an accredited four-year college or university, preferably in human resources, business management of a closely related field; and (b) five (5) years of progressive experience in a human resources capacity or equivalent combination of education and experience. Additionally, preference will be given to candidates with a Juris Doctor (J.D.), Master's degree and/or SHRM-SCP, SHRM-CP, SPHR, or PHR certifications.
WORKING ENVIRONMENT AND PHYSICAL DEMANDS
This is a full-time position. Days and hours of work are expected to fluctuate significantly but at a minimum require work before, during, and after regular business hours. Occasional travel will be required. The position operates in a professional office environment and the incumbent, in the course of performing this position, spends time writing, typing, speaking, listening, driving, seeing (such as close, color and peripheral vision, depth perception and adjusted focus), standing, sitting, walking, and reaching. The incumbent operates all standard office equipment, motor vehicles, and mobile phones. The work environment characteristics and physical demands described here are representative of those an employee encounters while performing the essential functions of this job.

The Human Resources Manager’s performance is evaluated by the Vice President of Clinical Services. The Company may reserve the right to change this job description at any time according to business needs and/or assign tasks that it may deem appropriate. This document does not represent a contract of employment, and employment with PTCOA may be terminated by the employee or employer at any time, for any reason, unless otherwise stated in a written and signed agreement.
