Job Summary

Under the supervision of the Director of Housing, the Housing Program Manager is responsible for administering and overseeing Urban Peak’s housing programs.   This position oversees a team of employees responsible for housing youth experiencing homelessness in Urban Peak-operated facilities and community-based housing. 

 

The Housing Program Manager is responsible for the supervision of assigned housing specialists, housing navigators, housing life skills managers, and peer life skill managers. This position overseas assigned housing subsidies, including budgets, referrals, data entry, and outcomes. This may include responding to emergency situations, de-escalation, crisis intervention, and supporting employees through these situations. Relationship building and providing sound case management with youth is the top priority for the team supervised by this position. 

 

Duties include supporting employees with case management to help youth develop the best plan to successfully exit housing, administrative paperwork for tenant-based vouchers (TBV), calculating tenant rent portions, reviewing requests for tenancy approval (RFTA) completing annual, interim, and rent increase requests, and coordinating and tracking Housing Quality Inspection (HQS) inspections. 

 

Additionally, this position will ensure compliance with all policies, grants, and best practices to ensure that youth receive the best possible care and services. This position will ensure that interactions, interventions, and environments at Urban Peak are trauma informed and emphasize the physical and emotional safety of youth and staff.

 

Who You Are: 

  • A bachelor’s degree in a human service or a related field and three (3) years’ related work
  • experience and two (2) years’ supervisory experience; or equivalent combination of education
  • and experience OR a master’s degree in education, business, communication or a related field
  • and a minimum of two (2) years’ of experiences working with youth
  • Lived experience reflective of the youth we serve encouraged but not required
  • Experience with youth experiencing homelessness and/or residential supervision preferred
  • Experience with case management and supervising other case managers is preferred
  • Ability to connect and work effectively with a diverse youth population
  • The ability to connect well, work effectively and communicate in a culturally responsive manner

  • An understanding of trauma informed interactions and/or a willingness to learn and adopt this approach
  • Ability and desire to work within a crisis intervention agency
  • Must be computer proficient and possess experience of Microsoft Office Suite (e.g. Outlook, Word, PowerPoint, and Excel)
  • Understanding of the provision of and commitment to trauma informed care and positive youth development
  • Must be insurable as a driver on Urban Peak’s auto liability policy to transport youth using an
  • Urban Peak vehicle and an approved personal vehicle
  • Ability to use second language in written and verbal communication desired but not a requirement (most common languages in Denver Metro area – see HR for details. 
  • Must pass both federal and state background checks
  • Must pass pre-employment TB screening and Physical

 

 

What You Will Do:

 Program Oversight

  • Plan and coordinate new hire training
  • Document relevant and significant events that occur during the shift in the communication log
  • Plan and facilitate staff meetings 
  • Oversee housing grants including attending regularly scheduled grant meetings, budgets, referrals, data entry, and outcomes in accordance with each grant’s requirements
  • Manage waiting list for housing programs and serve as point of contact for One Home referrals
  • Update employee and youth housing handbooks to ensure accuracy as necessary
  • Provide appropriate emergency interventions, and/or guide staff in providing such interventions
  • Work directly with youth to support their case plans and assist them in managing relationships and behavior
  • Work closely with other departments and agency programs to coordinate activities, providing clear and effective communication regarding clients
  • Provide crisis intervention, phone counseling and support as necessary
  • Provide programming that supports the building of healthy relationships
  • Coordinate timely, annual, and interim recertifications for assigned caseload – primarily TBV
  • Ensure accurate rent calculations, HAP payments, and rent reasonableness
  • Input and maintain accurate program records in agency database (e.g., Elite) for TBV clients
  • Acts as a primary liaison between landlord and tenant for Tenant Based Vouchers (TBV)
  • Maintain accurate housing files for TBV

 

Quality Assurance

  • In conjunction with the Director of Housing, maintain compliance with all housing and grant requirements, participate in audits and monitoring visits
  • Responsible for HMIS and Salesforce completeness and quality assurance of electronic and hard copy youth files
  • Ensure accurate program intakes and recording of client services
  • Monitor adherence to Housing Quality Standards (HQS) and follow up on re-inspections for TBV
  • Ensure all program activities comply with HUD regulations, Fair Housing laws, and agency policies for TBV clients

Supervision 

  • Effectively supervises and manages direct reports by providing clear leadership, motivation and direction through example, while keeping the team aligned with agency goals.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable state and federal employment laws
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; recognizing and rewarding employees; corrective disciplinary procedures and practices under the direction of Senior Leadership, addressing  and resolving concerns and issues. 
  • Ensures annual employee performance reviews are conducted in a timely and effective manner.
  • Evaluates performance of employees for compliance within established policies and objectives and attainable contributions of the organization  
  • Helps set and maintain the tone and the culture of the department to ensure a high level of morale, and collaboration 
  • Regularly schedule department and staff 1:1 meetings to provide leadership, development, and a forum for communication to ensure coordination and collaboration in meeting organization and individual goals
  • Manage program and grant budgets and report monthly variances to supervisor and Director of finance

Who We Are:

Founded in 1988, Urban Peak is the only non-profit organization in Denver that provides a full convergence of services for youth ages 12 through 24 experiencing homelessness or at imminent risk of becoming homeless. Our goal is to meet youth where they are and to provide them with the assistance and support, they need to become self-sufficient or obtain the necessary services they need to exit a life on the streets.

 

Urban Peak provides numerous programs and services that are founded on the principles of trauma-informed care and Positive Youth Development to assist youth in reaching their potential and living a successful life off the streets. Services include street outreach, a 136-bed shelter for youth ages 12 through 24, daytime drop-in services, supportive housing, education and employment services, case management, life skills courses, behavioral health evaluations, meals and more.
