Seattle City Light, a department of the City of Seattle, is one of the nation’s largest municipally owned utilities in terms of the number of customers served. The Finance Division is hiring a Budget Analyst to work as part of the Budget Office team to assist in the development of the utility’s approximately $1.4 Billion annual operating and capital budget. The job duties will include developing and monitoring the utility budget, working as financial advisors to divisional management, coordinating the work of project managers to forecast project spending, prepare detailed schedules, and monitor CIP performance. This position will report to the Capital Improvement Program Manager.

Position Duties

  • The position will be part of the Budget Office, which is responsible for the development and monitoring of the $1.4 Billion annual budget of Seattle City Light.  The Budget Office manages the labor budgeting, O&M budgeting, and capital project planning and reporting for the Utility.
  • Act as the budget liaison with management and financial advisor to departmental and divisional management.  Prepare, monitor and justify budget proposals and allocations for programs and make recommendations.
  • This position will work closely with CIP project managers and O&M managers/supervisors to implement forecasts and schedules in budget systems and translate information to cash flow forecasts for financial statements.
  • Function as a budget analyst during budget development and work directly with City Light management to prepare presentations, financial forecasts, budget justifications and budget variance analysis. 
  • Prepare overview documents for management including capital program reporting and project variance analysis. 
  • Prepare queries to extract data from databases and analyze in Excel.
  • Provide detailed direction and assistance to staff on CIP projects, with additional detail for larger projects ($5 Million or greater) related to the reporting of milestones, project metrics, schedule modification and maintenance.
  • Assist project managers in new project set-up, monthly spending monitoring, forecasting, reporting and variance analysis.

Minimum Qualifications

Minimum Qualifications

Requires two years in systems, operational, procedures, research or analysis and a Bachelor's degree in business or public administration, finance, computer science or a related field (or a combination of education, training and/or experience that provides an equivalent background required to perform the work of the class).

Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:

  • 3 years’ experience in performing financial analysis on capital investments and knowledge of financial and accounting systems.
  • Experience with performing analytics using various software including Excel, Tableau, Power BI, Oracle, Peoplesoft and SQL. Experience with enterprise-wide financial systems, budgeting systems and capital project scheduling systems.
  • Experience with electric utilities or city government desired. 
  • Excellent writing and oral communication skills.
  • Demonstrated ability to train and work with a variety of non-financial managers on projects with large scope and visibility.
  • Degree in finance, accounting or project management.

Other Qualifications

The full salary range for this position is $45.74 to $53.27 per hour.
