About the Department

The Senior Planner, under limited supervision, performs technical, administrative, supervisory and professional work in assisting the Planning Director who directs and coordinates the activities of the County Planning Department to ensure the orderly growth and efficient administration of County resources. The Senior Planner manages the subdivision, rezoning, and text amendment processes and land use (Area Plans) and transportation planning projects. Work involves enforcement of land use ordinances such as those pertaining to subdivisions, zoning, and others. Plans, organizes and coordinates the activities related to the County's transportation planning and its coordination with land use planning, multi-modal transportation planning and implementation, development coordination activities, transit enhancements, and funding recommendations; works with surrounding counties and municipalities, regional, state, and federal organizations; coordinates the development and implementation of studies, plans, policies, and projects to improve and protect the County's street and transportation systems. Employee is responsible for the formulation, installation, modification and improvement of master and subsidiary plans for the County's development. Supervises a staff of professional, technical and support personnel.

Position Duties

Reviews, analyzes, and makes recommendations on rezoning/major development applications and development ordinance amendments.
 
Coordinates with other government agencies that are involved in the land use and transportation planning processes.
 
Responds to citizen inquiries about land use and transportation planning.
 
Represents the County in various intergovernmental activities and venues related to land use and transportation planning such as at local, county, state, and federal agencies, various boards and commissions and before local citizens in public meetings and hearings.
 
Prepares reports, research, and maps as directed; briefs and delivers formal presentations to the public, government agencies, and elected officials.
 
Confers with landscape architects, engineers, attorneys, and other professionals regarding County land use and transportation policies and plans; directs and manages consultants working under contract with the County to achieve project outcomes.
 
Responds to citizen inquiries; coordinates and implements citizen involvement activities regarding land use and transportation planning.
 
Stays abreast of land use and transportation planning principles, practices, statutes, regulations, and proposed legislation.
 
Analyzes and evaluates survey data, prepares reports and makes specific recommendations regarding the development of land use and transportation plans.
 
Represents the department on technical committees involving land use planning/regulations and comprehensive transportation and origin-destination studies.
 
Analyzes impacts of federal and state legislative proposals.
 
Participates in special studies and surveys and prepares technical reports.
 
Participates in public meetings and hearings to explain the department's planning proposals and the socioeconomic and environmental effects for those affected.
 
Attends the Land Use Board and Board of County Commissioners meetings when necessary.
 
Attends planning, zoning, and other workshops and conferences.
 
Serves on Union County's Technical Review Committee.
 
Performs other related duties as assigned.

Zoning Administration
Processes and presents rezoning and development ordinance changes to the Land Use Board and Board of Commissioners.
 
Assist in efforts to identify and update land-use policies, goals, and objectives in the County Comprehensive Plan.
 
Reviews, analyzes, and makes recommendations about development site plans, including special use permit plans, subdivision plans, driveway permits, and approval of minor subdivision plans, and development securities.
 
Coordinates and manages development site plan reviews
 
Coordinates and assists with Development Ordinance interpretations.
 
Reviews applications to determine compliance with applicable zoning regulations including use, screening, paving, parking, and all requirements of the land use ordinance.
 
Assists in developing short and long-range work plans, procedures, and schedules.
 
Manages the commercial site plan review for all of unincorporated Union County.
 
Responsible for administering and interpreting the Union County Development Ordinance.
 
Assists Building Code Enforcement Director and Planning Director in projecting revenue for planning and zoning-related functions.
 
Communicates frequently with school staff to ensure that the most up-to-date permit data is utilized in school planning functions.
 
Assists the public with information on all aspects of the zoning ordinance (setbacks, permitted uses, special uses, etc.), scaling information off the flood maps for interested parties, and assisting the front office when necessary.
 
Coordinates with other service areas involved in the development permitting process to ensure that projects meet all Union County requirements.
 
Receives and responds to written signed complaints including performing a field investigation of the complaint and access situation, responding to people about the complaint sent and sending necessary letters to all parties, preparing and maintaining a file for each violation, and preparing violation files that need to be presented to County Attorney and testifying when necessary.
 
Serves as staff to the Union County Land Use Board. Duties include reviewing special use and variance applications and issuing recommendations regarding such. Duties include preparing maps and other information essential for the Board to make decisions, processing appeals, and coordinates with the Board attorney when necessary.
 
Identifies and updates land use policies, goals, and objectives in the County Comprehensive Plan.
 
Provides primary staff support in the development of transportation, school, parks, water, and sewer plans as directed by Planning Director.
 
Assists in reviewing, analyzing, and making recommendations on rezoning/major development applications and development ordinance amendments.
 

Minimum Qualifications

MINIMUM QUALIFICATIONS

Education and Experience:

Bachelor’s Degree from an accredited university in Planning, Transportation Planning, Urban Planning, or a related field, and five (5) years of experience in planning, transportation planning, urban planning, public transportation, or equivalent combination of education and experience. 

Licenses or Certifications:

American Institute of Certified Planners’ designation preferred. 

 

Must have a valid Driver's License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.

 

Zoning Administration Only

Must have or have the ability to become a Certified Zoning Official through the North Carolina Association of Zoning Officials.

 

 

PREFERRED QUALIFICATIONS

Other Qualifications

PHYSICAL DEMANDS

Must be physically able to operate a variety of machinery and equipment including computers, typewriters, blueprint machines, copiers, electric erasers, light tables, etc. Must be physically able to operate a motor vehicle. Must be able to exert up to 30 pounds of force occasionally, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

Work is performed in a safe and secure work environment that may periodically have unpredicted requirements or demands.
