The GIS Specialist performs technical and field-level work in support of public infrastructure systems and other city-owned assets, including water and wastewater networks, street and multi-modal transportation corridors, stormwater and regulatory systems, and parks assets. The role also supports activities related to zoning and parcel databases, utilizing both internal and externally created data sets.

Under the direct supervision of the Engineering Manager, the GIS Specialist is responsible for developing, maintaining, and improving GIS systems to support the operation, planning, and construction of City infrastructure.  Daily tasks range from occasional field data collection to detailed spatial analysis and mapping.  The position requires a strong attention to detail along with effective communication with a range of internal customers including field staff, internal Public Works staff, and external departments and contractors.

Position Duties

Develop, maintain, and update GIS databases to support infrastructure planning, operations, and asset management.

Collect and verify field data using GPS and mobile GIS tools to ensure accuracy of spatial records.

Create maps, exhibits, and visualizations for internal use, public communication, and project documentation.

Assist with analysis of water, wastewater, stormwater, and transportation systems using spatial data.

Support zoning and parcel data accuracy by integrating external datasets and coordinating with Planning staff.

Respond to data and mapping requests from internal departments, contractors, and external agencies.

Perform quality control checks on incoming data and ensure consistency with city standards.

Maintain metadata and documentation for GIS layers and workflows.

Collaborate with engineering and operations staff to support project planning and construction activities.

Troubleshoot GIS-related issues and provide technical support to users across Public Works.

Assist with regulatory reporting and compliance documentation using GIS tools.

Participate in cross-departmental initiatives involving spatial data and infrastructure coordination.

Attend occasional field visits to collect data, verify conditions, or support project implementation.

Stay current with GIS technologies, software updates, and best practices relevant to municipal operations.

Performs related work as required.

Minimum Qualifications

Bachelor’s degree in Geography, GIS, Engineering Technology, or related field. Minimum two (2) years’ experience working GIS. Equivalent combinations of education and experience may be considered. Proficiency with both current ESRI products. Experience operating GPS data collection, geographic projections, and map production. 

Knowledge of infrastructure systems such as water, wastewater, stormwater, backflow, industrial pre-treatment, and transportation systems. 

Skilled in managing multiple tasks and data sources, with strong attention to detail.

Skill and proficiency with AutoCAD.

Ability to communicate effectively with both technical and non-technical staff.

Ability to develop and operate higher-level system analytics. Experience developing and/or maintaining utility models highly preferred. 

Other Qualifications

This is an exempt position (not eligible for overtime).

Attendance is a crucial part of this position.
