Basic Function

Under general supervision, performs professional work in the development and implementation of Authority safety standards, procedures, and specifications including methodologies and strategies that promote safe operations, safety awareness, and accident prevention within the Authority. Acts as a liaison and works collaboratively with field operations in implementing Safety Management System (SMS) and performs safety audits, inspections, and investigations within the Authority to ensure best practices are utilized.  Performs duties in a safe, efficient manner and in compliance with applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
  • Responds to accidents/incidents and participates in investigations.
  • Produces preliminary 24 hrs., 48 hrs., 72 hrs., and final reports of investigations.
  • Downloads and reviews Bus vehicle video footage related to accidents/incident investigations and other safety-related issues.
  • Determines classification of accidents/incidents and preventability.  
  • Reviews accidents/incidents with Bus Operators and recommends additional training or retraining.
  • Presents briefings on accidents/incident investigations, safety compliance audits, other safety issues and represents the Safety Department to other departments.
  • Analyzes accident trends, makes recommendations, and takes necessary steps to eliminate trends.
  • Assists in developing safety procedures that will increase proficiency in safe practices and promote safety consciousness.  
  • Conducts hazard analyses and recommends corrective action on road hazards, routes, and bus stop/shelter locations.
  • Conducts rules compliance checks of operational personnel.
  • Assists in preparation of special safety programs and initiatives to address the needs of Bus Operators.  
  • Reviews new bus/equipment and suggests any training recommendations.
  • Reviews new/revised bus routes, transit centers, assures bus accessibility for specific buses, and determines if additional safety procedures are needed.
  • Serves as an active participant on various internal committees relating to Bus Operations.
  • Participates in the Internal Safety Review of the PTASP.
  • Interfaces daily with Superintendents and Bus Operators regarding safety.
  • Prepares and conducts Safety Meetings at assigned Bus Operating Facility (BOF).
  • Assists with industrial and construction safety audits at assigned Bus Operating Facility (BOF) to ensure contractor compliance with applicable local, state, and federal regulations.   
  • Uses SMS methods and principles to address safety issues throughout the bus system.
  • Assists the Environmental, Health, and Safety staff responding to employee injuries at BOFs.
  • Answers Public Comments pertaining to any safety-related issues.
  • Assigned to rotation for On-call hours after hours and weekends.
  • Provides excellent customer service to METRO internal and external customers.
  • Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.
    Pay Range: $63,200 - $82,800

Education Requirement

High school diploma or GED is required. Additional college courses preferred. 

Years & Experience Required

Minimum five (5) years general safety experience or transit experience including Bus Operator, or Service Supervisor experience.  Minimum one (1) year lead/relief/supervisory experience or participation in METRO’s SOAR program is preferred.

Knowledge & Skills Required

A valid Texas Commercial Drivers’ License is required and must meet METRO’s requirements regarding motor vehicle records.  Working knowledge of safety procedures and federal regulations applicable to the Transit industry.  General knowledge of Labor Agreements and METRO’s policies and procedures.  Good interpersonal and communication (verbal/written) skills. Proficient in MS Office Word, Excel, and PowerPoint.  Transportation Safety Institute “Transit Safety and Security Program Certification” is preferred.

The Metropolitan Transit Authority of Harris County, Texas has a zero tolerance drug and alcohol policy for all employees.
