Treasury Board and Finance, Edmonton – Responsible for budget planning, financial management and economic analysis, as well as the administration of tax and revenue programs.
The Provincial Bargaining and Compensation Office (PBCO) supports the government’s fiscal, economic and policy priorities as an employer and funder, with respect to public sector bargaining and compensation. The PBCO provides specialized, evidence-based compensation and labour relations consulting services to the government and its employer partners to help align bargaining outcomes and public sector compensation across the public sector.

Role Responsibilities
Are you a compensation strategist who thrives in high-impact environments? As a Senior Compensation Analyst with the PBCO, you will play a central role in transforming how the Alberta government manages total compensation data across sectors – Health, Education, Post-Secondary, and the Alberta Public Service.
Reporting to the Manager, Compensation Research and Analytics, you’ll lead critical projects that inform bargaining directives, support arbitration submissions, and provide clarity to the province’s compensation landscape. You’ll be the go-to expert in market benchmarking, survey development, and public sector compensation analytics, empowering decision-makers with real-time, accurate data.
This is a fast-paced, high-stakes role where your work will directly influence the strategic direction of compensation policy and labour relations across Alberta’s broader public sector.
- Lead the design and implementation of compensation frameworks for union, non-union, and executive roles across Alberta’s public sector, ensuring alignment with government mandates and fiscal priorities.
- Oversee the Total Compensation Survey, including strategic design, data integrity, testing, and engagement with sector stakeholders.
- Provide advanced market benchmarking analysis and cross-jurisdictional scans to support mandate development, compensation policy, and strategic labour relations planning.
- Develop and refine strategic compensation policy and guidance materials for internal and external partners, including CEOs, technical professionals, and executive leaders.
- Conduct complex collective agreement analysis, identifying emerging trends, common clauses, and their impact on bargaining outcomes.
- Support high-impact projects including the integration of compensation systems (e.g., ServiceNow), revamp of union benchmarks, and development of KPI-driven compensation models.
- Present data and insights to senior decision-makers, including Ministers, Deputy Ministers, Treasury Board officials, and Cabinet Committees.
- Develop detailed briefings and reports that communicate emerging trends, risks, and evidence to support negotiations and directives.
- Lead consultation with internal teams and sector partners, explaining complex methodologies, survey tools, and policy frameworks in a clear and actionable manner.

Qualifications
- Minimum Requirements:
University graduation in Economics, Human Resources, Business or a related field. - Minimum 5 years of progressively responsible experience in compensation research, total rewards, HR analytics, or labour relations within the public sector.
- Proven expertise in data analysis, market surveys, and compensation benchmarking.
- Experience interpreting collective agreements, compensation frameworks, and policy implications in a unionized environment.
- Familiarity with the design and operation of compensation tools, reporting dashboards, and data quality control systems.
Equivalency: Equivalencies are considered
Directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.
Assets:
- Experience working with or in government agencies, crown corporations, or large public-sector employers.
- Knowledge of job evaluation, organizational design, and strategic compensation planning in unionized environments.
- Strong project management skills with the ability to lead complex, multi-stakeholder initiatives.
- High degree of political acumen, with the ability to work on sensitive, confidential projects that have system-wide impacts.
- Exceptional written and verbal communication skills, including the ability to explain complex data and frameworks to non-technical audiences.
- Experience designing and managing large-scale compensation surveys and collaborating with external vendors.
- Completed or working towards a related compensation certification (e.g. CCP).

Hours of Work: Monday to Friday, 36.25 hours per week.
