We are seeking a dynamic and experienced Technical Program Manager (TPM) to lead cross-functional initiatives across cybersecurity, infrastructure modernization, and emerging technology programs. This role will serve as a strategic partner to the Dir. of Emerging Technologies & Strategy, driving execution, alignment, and delivery across technical and operational domains.
II. Duties/Responsibilities:
• Support building a new operational execution plan for establishing new external strategic partnerships.
• Develop and manage program roadmaps, timelines, and deliverables in collaboration with leadership, external partners, and operations teams.
• Ability to lead end-to-end technical programs across cybersecurity, infrastructure, and digital transformation initiatives.
• Excellent presentation and public speaking skills.
• Manage customer expectations and build deep lasting strategic relationships.
• Act as a liaison between technical teams, legal, compliance, marketing-communication, and executive leadership.
• Drive stakeholder engagement across internal and external partners, including vendors and government agencies.
• Introduce and optimize sustainable workflow using project management tools.
• Champion process documentation, playbook development, and knowledge base creation for scalable operations as a Professional Services, and Managed Security Services Provider.
• Set internal performance metrics/KPI’s, and method to track through automation (Power BI tolls).
• Support strategic planning, reporting, and executive communications.
• Identify and resolve operational bottlenecks, leveraging business intelligence to improve efficiency.
• Lead procurement coordination, vendor management, and onboarding programs for technical initiatives.
• Be the voice of the customer and guide the team vision for agile continuous improvement.

IV. Required Skills/Abilities:
• Leader-mindset, strong technical aptitude and business acumen, with attention to detail.
• Ambassador of innovation, thought leadership, and problem-solving.
• Proven track record of managing complex technical programs and cross-functional teams, for long-term scale-up projects, that made lasting impact for the customers, community, and the team.
• Excellent communication, stakeholder management, and strategic problem-solving skills.
• 5+ years of experience in combination of cybersecurity, technical program management, or operations leadership.
• Bachelor’s degree in Information Technology, Cybersecurity, Engineering, or related field.
• Additional certifications in cybersecurity, project management, or digital forensics are a plus.
• Certified in Cybersecurity (ISC²), PMP, or equivalent certifications.
• Experience in large enterprise environments (e.g., Fortune 500, government, or defense sectors).
• Understanding of Cybersecurity incident response and risk mitigation tools and process that ensure alignment with regulatory and industry standards.
• Understanding of how to facilitate cyber-resilience advisory and technical tabletop exercises and post-incident reviews to improve organizational preparedness.
• Familiarity with Risk Management Framework (RMF), Security Technical Implementation Guides (STIGs), and regulatory compliance.
• Background in business operations, vendor coordination, and executive-level support.

VII. Physical Requirements:
- Work is performed in an office environment and requires the physical and motor skills typical of an office environment, including, but not limited to: prolonged sitting, working on a computer, using telephones, handheld technology and other office equipment, standing, walking and stooping.
