Leidos QTC Health Services is seeking a Vice President of Law Enforcement Operations on our Occupational Health team. You will be responsible for the cost, schedule, and technical performance of the company programs within the law enforcement business portfolio.  The VP will also be responsible for establishment and execution of a law enforcement growth campaign with a goal to expand the law enforcement program portfolio.

This role requires a proven leader who can unite cross-functional teams, identify growth opportunities, strengthen customer relationships, and deliver measurable results in expanding access to high-quality healthcare for law enforcement and first responder populations, and their families. The ideal candidate will be equally adept at high-level strategic planning and operations management, balancing near-term opportunities with long-term vision.

Primary Responsibilities:

Program Management & Growth Execution

  • Local State, and Federal government contract program management for multiple Agencies and large complex medical examination programs operating across the nation with multiple service delivery models.
  • Acts as primary customer contact for program activities, leading program review sessions with customers to discuss cost, schedule, and technical performance.
  • Responds to customer concerns in a timely manner; escalating as appropriate. Ensures timely recommendations and resolutions to ensure high level of customer satisfaction.
  • Develop and execute a comprehensive go-to-market strategy for the Law Enforcement and First Responder business objectives that align with Leidos enterprise objectives.
  • Develop new business and/or expand the product line with the customers. Inform executive leadership through frequent communication with various internal departments to coordinate services including during start-up period.
  • Identify, evaluate, and prioritize growth opportunities across VA, DoD, and other federal and state rural health markets.
  • Analyze market trends, competitive activities, funding priorities, and healthcare policy shifts at the local state and federal level to inform and refine campaign strategy.
  • Works closely with Provider Management, Information Technology, Facilities, HR, Mobile Services, Customer Experience and Innovation & Operations Improvement teams and subcontractors to ensure contractually compliant services'.
  • Manages the workload through the various operational team leaders to ensure the achievement of organizational goals and objectives including quality, timeliness, customer service and cost metrics.
  • Actively participates in and contributes to the development and communication of strategic objectives, plans and performance metrics to meet contractual compliance.
  • Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
  • Drives continuous process improvement to enhance performance and profitability.

        Customer Engagement & Relationship Building

        • Build and maintain strong relationships with senior leaders in government agencies, healthcare systems, and partner organizations serving law enforcement/first responder communities.
        • Serve as a trusted advisor to customers, bringing forward solutions that integrate Leidos operational and technical expertise
        • Partner with marketing to design targeted communications that raise visibility and strengthen market position
        • Lead and/or actively participate in executive engagement efforts, including RFP strategy, key presentations, and pursuit support

        Additional Responsibilities:

        • Direct and manage internal and external resources, communications, and all functional program activities to meet contract cost, schedule, and performance objectives.

        • Apply advanced program management knowledge—managerial, technical, and business—to effectively oversee program operations.

        • Provide leadership in health and medical services, including medical logistics expertise and analytics supporting medical service delivery.

        • Manage State and Federal government contracts, ensuring compliance with all applicable medical requirements and processes.

        • Prioritize, coordinate, and delegate tasks effectively, balancing multiple responsibilities with competing deadlines.

        • Communicate clearly and professionally through verbal, written, and presentation formats to diverse stakeholders.

        • Foster strong working relationships and credibility at all organizational levels through exceptional interpersonal skills.

        • Demonstrate strong problem-solving, planning, analytical, and organizational skills with a self-motivated approach.

        • Handle confidential information with the utmost discretion and professionalism.

        • Leverage proficiency in Microsoft Office and other analytical tools to support program operations and reporting

        Required Qualifications:

        • Education: BA/BS degree in Business Administration or related field, or equivalent experience/combined education
        • Experience: 20 years of total relevant experience or 18 years with a related Master's degree
          • 10 years of relevant experience  or multiple functions/disciplines including program management, state level and / or federal contract management, health care management, etc.
          • 10 years experience must be in direct law enforcement or law enforcement management

          Preferred Qualifications:

          • Master’s degree preferred in a related field
          • 20 plus years experience in multiple functions/disciplines including program management, state level and / or federal contract management, health care management, etc.

          Additional information:

          • Must be willing to travel up to 50% across the U.S. to office and customer sites

          This role may fall under the Service Contract Act (SCA), a federal law which provides for a U.S. Department of Labor-prescribed minimum prevailing rate of pay and certain benefit levels.
