This is working supervisory work and/or provides oversight or supervision of personnel in Public Works Stormwater Operations, Preventive Maintenance/Response section.  The Crew Chief 1 position performs a variety of field work duties; MS4 inspections (detect non-stormwater discharges to the system), complete labor or skilled tasks which include prioritizing and scheduling work, managing manpower, computer work, including daily service requests, GPS locating and mapping County stormwater asset.

The Crew Chief 1 carries out work assignments independently after a supervisor sets priority. The work is heavy labor, and mostly outdoor work in all types of weather elements. Job duties are performed in an environment with heavy equipment and machinery and confined spaces that could result in bodily harm to co-workers or others. 

This Crew Chief 1 position is located at:  22211 US Highway 19 North, Building 10, Clearwater, FL  33756.  Work Schedule:  Monday - Thursday 7:00 a.m. - 5:30 p.m. or Tuesday - Friday 7:00 a.m. - 5:30 p.m.

What Will You Do

  • Perform inspections of county stormwater conveyance systems.
  • Operation of hand power equipment, perform construction, or maintenance work as needed.
  • Flagging traffic for safety control, placing barricades, picking up dead animals and picking up trash and debris.
  • Complete asphalt work, inspect stormwater structures, pipes, ditches and filter beds.
  • Perform recordkeeping tasks such as proper reports and time records using computer or tablet.
  • Perform other office and related administrative assignments including computer functions.
  • Receive service requests and determines and prioritizes resources and maintenance requirements.
  • Effectively communicate directives and instructions with team members.
  • Train personnel in the proper work and safety methods, as well as in the proper and safe use of supplies, materials, tools, equipment, chemicals, etc.
  • Perform other related work as assigned or required.

What Do You Need

Experience:   Public works experience specializing in Right-of-Way drainage or stormwater facility maintenance, MS4 stormwater conveyance systems inspections, construction or repair work that includes lead worker, supervision or supervisor training.

  • 2+ years of experience as described above.
  • An Associate’s or higher-level degree, and experience as described above.
  • An equivalent combination of training and experience.
  • Possession and maintenance of a valid State of Florida CDL "B" Driver's License upon promotion with eligibility based upon evaluation of a Motor Vehicle Records (MVR) driving report.
  • Availability to work a variety of work schedules including; compulsory work periods in special, emergency, and/or disaster situations, standby work every 12 weeks.
  •  Knowledge of; and ability to inspect County conveyance systems required by federal regulations as part of the NPDES permit.
  • Must be able to operate equipment for confined space entry, including but not limited to harness and air monitor.
  • Obtain job related license(s) or qualifications directly related to the job as a prerequisite to appointment or to acquire those qualifications or license(s) within six (6) months of hire or a period of time not to exceed one (1) year as determined appropriate:
    • Valid State of Florida CDL "A" Driver's License
    • FDOT Temporary Traffic Control (TTC)
    • Illicit Discharge
    • Spill Prevention
    • NIMS Response Training; ICS 100, 200, & 700
    • Erosion & Sediment Control Inspector Certification
    • OSHA 10-hour Construction Industry Program Training
  • Must possess sufficient physical strength and agility to work outdoors under adverse weather conditions

 

Highly Desirable

  • FDOT Advanced Maintenance of Traffic certification.

  • Florida Commercial Driver's License "A".

Knowledge, Skills, and Abilities

 

  • Knowledge of NPDES regulations addressing collecting or conveying stormwater that discharges to surface waters of the state.

  • Knowledge of types and use of pubic works equipment related to the operating characteristic and maintenance requirements of stormwater operations and equipment.

  • Skill in/and ability to operate light heavy equipment required and necessary to complete maintenance activities/

  • Ability to utilize GPS mapping on field tablet to locate, document, and update the County's assets.

  • Ability  to maintain accurate records of scheduled work.

  • Ability to operate a personal computer, tablet and/or other automated systems to enter and retrieve information, monitor work performed, and to distribute information in reports and other communications.
