The Data Specialist for the Cross-Connection Prevention Program is responsible for managing program data, providing exceptional customer service, and supporting the Program Manager with reporting and budgeting activities. This role ensures accurate data collection, storage, and analysis, and plays a key part in maintaining compliance with regulatory requirements and supporting the overall effectiveness of the cross-connection control program.

Position Duties


  1. Mange and maintain databases, data management and documentation systems related to cross-connection control, including test results, inspection records, and customer information.
  2. Collect, review, and analyze data from multiple sources to ensure accuracy and completeness.
  3. Prepare regular and ad hoc reports for internal and external stakeholders, including compliance documentation and program performance summaries.
  4. Assist the Program Manager with budgeting by tracking expenses, compiling financial data, and supporting budget preparation and monitoring processes.
  5. Serve as a primary point of contact for customer inquiries, providing information, resolving issues, and coordinating communication regarding cross-connection requirements and compliance notifications.
  6. Support public education efforts by helping to develop and distribute informational materials to customers.
  7. Ensure data security, integrity, and confidentiality in all program records.
  8. Collaborate with field staff, contractors, and other departments to coordinate data collection and resolve discrepancies.
  9. Identify opportunities for process improvements in data management and reporting workflows.
  10. Assist with compliance audits and provide data as needed for regulatory reviews.
  11. All other duties as assigned.

Minimum Qualifications

MINIMUM QUALIFICATIONS:
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain that required qualification would be:
Data Management Technician I

  1. A minimum of a high school diploma or GED issued from an approved GED Administrator.
  2. This is an entry level position, previous relevant work experience is preferred but not required. 
  3. Experience with database management, data analysis, and reporting tools (Excel, Access, or specialized utility software).
  4. Familiarity with water utility operations, cross-connection control, or regulatory compliance.
  5. Must possess and maintain a valid State of Florida Class E Driver's License.
Data Management Technician II
  1. A minimum of a high school diploma or GED issued from an approved GED Administrator.
  2. Minimum of three years relevant experience.
  3. Experience with database management, data analysis, and reporting tools (Excel, Access, or specialized utility software) is required.
  4. Familiarity with water utility operations, cross-connection control, or regulatory compliance.
  5. Must possess and maintain a valid State of Florida Class E Driver's License.
Senior Data Management Technician
  1. A minimum of a high school diploma or GED issued from an approved GED Administrator.
  2. Minimum of five years relevant experience.
  3. Experience with database management, data analysis, and reporting tools (Excel, Access, or specialized utility software) is required.
  4. Familiarity with water utility operations, cross-connection control, or regulatory compliance.
  5. Must possess and maintain a valid State of Florida Class E Driver's License.

DESIRABLE QUALIFICATIONS:
  1. Associate’s or Bachelor’s degree in Data Management, Business Administration, Environmental Science, or related field is preferred.
  2. Strong customer service skills, including written and verbal communications.
  3. Attention to detail and high level of accuracy in data entry and analysis.
  4. Ability to work collaboratively in a team environment and interact with diverse stakeholders.
  5. Proficiency in Microsoft Office Suite and comfort with learning new software operations.
