About the Department
Under general supervision the System Application Administrator is responsible for the administration and maintenance of many specialized law enforcement and corrections related systems and devices specific to the operation of the Ada County Sheriff’s Office. System Application Administrator responsibilities include setting priorities; coordinating and interfacing with vendors, Ada County Sheriff staff and outside partner agencies/departments; developing, installing, configuring, maintaining, supporting, and troubleshooting computer hardware, server, software, related infrastructure, and technology.
Shift Information
Monday - Thursday, 10-hr. shift with some flexibility. This may include work outside normal assigned hours in the event of serious systems problems or on-call scheduling.
DISTINGUISHING FEATURES OF THE CLASS
System Application Administrator (Technical) I - performs key support and customer service functions related to the specialized systems and technology. The work requires a general knowledge of information technology, law enforcement systems and helpdesk processes.
System Application Administrator (Technical) II - is distinguished from a Tech I by the scope of work which requires a broader range of knowledge of information technology, law enforcement systems and helpdesk processes. This position may require being responsible for the training and support of Level I Techs. A Tech II will be a SME (subject matter expert) in multiple different law enforcement systems used by the Ada County Sheriff’s Office.
System Application Administrator (Technical) III - is distinguished from a Tech II by the nature and scope of work, which encompasses a broader range of tasks including specializations in system administration, technical business analysis, vendor relations, and project management. This position requires being responsible for the training of Level II Techs. The work requires a broad range of knowledge of information technology, law enforcement systems and helpdesk processes. A Tech III will be a SME (subject matter expert) in a majority of the different law enforcement systems.

Position Duties
Administrator Tech I
- Responds to day-to-day ticket requests, troubleshoots and resolves basic system problems;
- Responsible for the management, configuration, support and troubleshooting of essential law enforcement systems assigned, coordinating with Ada County IT when needed;
- Collaborates with vendors to troubleshoot issues;
- Manages user accounts and user security;
- Prepare and maintain clear, concise, and accurate technical and program documentation via the use of knowledgebase articles (KBs), user procedures, reports of work performed, and other written materials;
- Follows change and configuration management procedures;
- Establishes and maintains cooperative working relationships with all agencies across Ada County and exercises good judgment in representing the Ada County Sheriff’s Office to external personnel and agencies;
- Performs reporting and data gathering as assigned, generating reports and spreadsheets;
- Provides training on the use of equipment, computer hardware and software applications;
- Handles calls for service (system issues and outages) during off-duty hours;
- Performs other technology-related duties as needed or directed.
- In addition to the above;
- Provide Tier 2 support for Level I Administrators (Technical) and Application Administrators (Operational);
- Identifies and analyzes system and user needs, as well as equipment requirements;
- Implements and manages technologies as assigned; researches and recommends the acquisition and implementation of hardware and software; maintains documentation to track the life cycle of equipment and retires hardware at the end of its life cycle;
- Tracks some technology projects and communicates project progress to stakeholders;
- Reviews work performed by vendors to ensure compliance with best practice standards, specifications, and project goals;
- Works proactively to identify potential issues and recommends/implements preventative solutions, completing root cause analysis on issues when appropriate;
- Provides solutions/advice and training to end-users;
- Develops test plans to verify upgrades, patches, and new releases prior to and after implementation into production;
- Coordinates with Application Administrators to schedule and perform the installation of corrective patches, upgrades and regular maintenance on JMS, RMS Servers, and other systems as assigned;
- Serves as technical lead over some or all aspects of assigned technology implementation and/or enhancement projects;
- Participates in the vendor’s customer roundtables to provide feedback on modifications of the software that can better meet the needs of the end-users;
- Educates users on system changes, updates, and improvements;
- Attends user meetings for ACSO departments to provide solutions and feedback;
- Works with other technical support personnel and outside vendors to maintain law enforcement and corrections related systems.
- In addition to the above;
- Experience in planning resources across multiple projects;
- Conducts projects, meetings, and coordinates with others involved;
- Develops and maintains issue tracking logs, priority lists, and status documents;
- Provides updates to senior leadership to include formal and informal presentations;
- Stays up to date on system design, road map, and other system changes, updates, improvements;
- Develops process for implementing software updates including upgrades, patches, and new releases;
- Implement change and configuration management in alignment with senior leadership’s goals and objectives.
Minimum Qualifications
Administrator Tech I
- Any combination of training and experience that demonstrates possession and competency in the requisite knowledge, skills, and abilities;
- Knowledge of Information Technology standards, trends, management, and security principles;
- Experience working with Public Safety, Security Surveillance Systems, and related Law Enforcement Technology preferred;
- Experience working with Windows Server 2019 or greater, HTML, SQL Query, SSRS with monitoring tools;
- Basic understanding of Network Infrastructure and functionality;
- Experience with asset tracking and mobile device management (MDM);
- Ability to be the subject matter expert in supporting, maintaining, and administering Ada County Sheriff’s Office specialized systems;
- Excellent customer service skills;
- Ability to analyze difficult problems/situations and take an effective course of action;
- Display and execute logical and complex troubleshooting techniques;
- Ability to follow written and verbal instructions and present ideas logically and effectively;
- Excellent verbal and written communication skills;
- Ability to explain technical concepts in non-technical terminology;
- Ability to interface with technical and non-technical staff at all levels of the organization;
- Excellent attention to detail;
- Ability to work through ambiguous situations and software issues;
- Ability to work professionally and interface with the County’s chosen vendors;
- Ability to learn more complex principles, practices, techniques, and regulations pertaining to assigned duties;
- Basic understanding of Active Directory, the Client-Server Architecture, Application Servers, Database Servers, Interfaces, Networks, Connectivity, Failover, High Availability, and Disaster Recovery.
- In addition to the above;
- Three (3) years of progressively responsible level work in technology closely related to the listed essential functions and duties illustrated above;
- An associate degree in computer studies, business, a related field, or industry accepted certification is desirable;
- Advanced understanding of Active Directory, Client-Server Architecture, Application Servers, Database Servers, Interfaces, Networks, Connectivity, Failover, High Availability, and Disaster Recovery;
- Understanding of the principles and practices of vendor relationship management;
- Understanding of technology implementation and best practices;
- Knowledge of the principles and practices of project management, identifying technology needs and issues, researching, evaluating technology, applications, and the most effect courses of action to implement selected solutions;
- Lead design sessions and process improvement sessions to identify business and user needs and discuss application capabilities and design modifications needed for improvement.
- In addition to the above;
- A Bachelor’s degree is highly desirable and may be substituted for one year of professional experience;
- Ability to manage multiple projects and services simultaneously;
- Experience with project budget and contract administration principles and techniques;
- The Administrator Tech III exercises no supervision over staff but may provide technical and functional direction to staff.
- Must appear before an oral board and complete a polygraph and background check prior to hire;
- This position is required to be on-call in order to perform the primary job responsibilities, which includes weekends and holidays;
- This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.
Other Qualifications
- Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;
- This position works occasionally in a jail environment in addition to other remote locations across Ada County;
- Requires sitting at a desk for long periods of time, up to 10 hours and the ability to lift up to 20 lbs.
