HarmonyTech is seeking a Business Development Manager and Capture Leader with a proven track record supporting federal financial regulatory agencies (e.g., OCC, FDIC, EXIM, IRS, CFPB). This is a high-impact role within a growing 8(a) small business where your efforts will directly shape strategic growth.
The successful candidate will bring strong customer relationships, domain knowledge, and capture discipline to drive revenue growth in the financial regulatory market. You will manage the full capture lifecycle—identification, qualification, strategy, bid/no-bid, and proposal execution—while mentoring interns and contributing to a culture of excellence and innovation.
Location: Fairfax, VA (Hybrid)
Clearance: Must be a U.S. Citizen and eligible for federal government security clearance
Key Responsibilities
Strategic Leadership
- Lead multi-discipline capture efforts for opportunities with federal financial regulators, aligning win strategies with agency missions such as regulatory modernization, financial oversight, compliance, and risk analytics.
- Assess customer needs and identify HarmonyTech strengths/weaknesses to better position the company in competitive pursuits.
- Align market intelligence with company growth strategy, focusing on regulators’ evolving missions, modernization priorities, and procurement trends.
- Review bid opportunities, provide bid/no-bid recommendations with rationale, and brief executive leadership on pipeline health and capture status.
Business Development & Customer Engagement
- Build and maintain relationships with decision-makers and stakeholders across federal financial regulatory agencies.
- Develop targeted customer call plans and teaming strategies tailored to opportunities in the financial regulatory domain.
- Attend networking and industry events (e.g., AFFIRM, ACT-IAC, financial regulator industry days) to strengthen market presence.
- Leverage HarmonyTech’s 8(a) status and other socio-economic advantages to pursue set-aside opportunities in this sector.
Capture & Proposal Execution
- Support proposal development by ensuring that win themes, differentiators, and regulatory-specific messaging are clearly articulated.
- Collaborate with proposal teams to ensure responses reflect customer priorities, competitive positioning, and HarmonyTech’s unique value proposition.
- Manage business development staff and mentor rotating paid interns, providing practical experience while expanding the firm’s pipeline capacity.
Required Qualifications
- Demonstrated technology services sales experience in the federal market, including lead identification, opportunity qualification, and capture management.
- 5+ years selling technology solutions to the federal government with proven revenue growth.
- Experience working with or selling into federal agencies, including financial regulators such as OCC, FDIC, and CFPB, as well as others like EXIM and IRS. Experience working with other Federal Civilian agencies and/or State and Local governments will be a plus.
- Experience leveraging small business socio-economic designations (8(a), SB, WOSB, etc.) to pursue set-aside opportunities.
- 3+ years managing multi-volume federal proposals with successful awards.
- Knowledge of federal procurement and proposal management best practices (Shipley or equivalent).
- Executive presence with polished presentation and relationship management skills.
- Strong oral and written communication skills; ability to influence at the executive level.
- Proven leadership of capture/proposal teams and mentoring of staff.
- Must be a U.S. Citizen and eligible for security clearance.
Desired Qualifications
- Bachelor’s degree in Business, Marketing, Communications, or related field.
- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Teams, Forms).
- Experience with SharePoint and CRM/pipeline tools (GovWin, Salesforce, or equivalent).
- Active involvement in federal contracting and financial regulator industry associations.
