Scope:
To provide support, expertise and oversight in the planning and implementation of comprehensive family and community partnerships services.
Essential Functions
- Implement and support the agencies PFCE systems to engage families and community in programming.
- Deliver and support training to staff, families and community partners on family and community engagement.
- Assist sites in developing programs and experiences that will support and enhance parents/caregivers role as the principal influence in their child’s education and development, and encourage parent engagement in the center and/or within the Head Start program.
- Engage in on-going monitoring of family data to improve the quality of parent/family/community partnership services(including services to fathers/males within the center.
- Ensure the health and safety of children, families and staff, per agency, federal, state and local policies, including active participation in agency level Safety Committee
- Ensure no child is left unsupervised at any time.
- Work with and demonstrate a commitment, caring, and respect for children and adults regardless of race, gender, age, and cultural or ethnic background
- A self-starter with the ability to multitask to meet various deadlines and complete task.
- Provide oversight to support the AD FCP, including but not limited to: establishing work methods/techniques; conferring with staff on their work and counseling staff upon their selected approaches to accomplishing work goals; serving as a liaison to professional consultants and volunteers; evaluating staff development needs and determining appropriate training or coaching; maintaining accurate, complete, and correct records
- Help lead the effort to identifying family needs and complete Family Partnership Agreements
- Help lead the effort in designing Parent Orientation to newly enrolled families.
- Help lead the efforts in identifying resources, including developing and maintaining a community resource guide to assist parents and volunteers in obtaining social services, educational, and community assistance as necessary.
- Provide direct oversight of parent trainings and Parent Committee Meetings facilitated by Site Leader staff.
- Help lead early childhood program family outreach, recruitment and retention efforts.
- Prepare and distribute timely reporting and tracking regarding PFCE documentation. Complete monthly reports on area activities and program progress toward goals with recommended modifications to plans. Analyze data and reports using abstract reasoning.
- Participate in strategic planning processes by utilizing the community assessment and internal data.
- Plan and participate in the annual self-assessment, ongoing internal, and federal monitoring reviews and audits.
- Oversee child and family record policies and implementation including responding to subpoena and other record requests. Maintain records and confidentiality of Head Start families to include the management of Protective Services reports and Mandated Reporting requirements.
- Work with agency staff complete annual Program Information Report data (PIR).
- Attend community meetings and events within all service areas to promote community awareness for the purpose of program recruitment and enrollment.
- Identify, cultivate, and maintain collaborative organizational partners, including school districts, public school academies, higher education, social services agencies, in support of Early Childhood program goals and family support needs.
- Actively participate in early childhood program employee talent outreach, recruitment and retention efforts.
- Assist in generating non-federal match value through program activities and collaborations for the Head Start program.
- Maintain a positive attitude towards assigned work, clients, and staff, and a willingness to work with others.
- Further professional development by attending national, state, and local meetings of relevance to program goals and complete a minimum of 15 hours clock hours annually
- Serve as an advocate for low-income people in the community through means that may include but not be limited to membership in an advocacy group, participation in a professional organization, and efforts to affect present community services in a manner that would insure their greater availability or efficiency. Acts as an advocate for agency clients attempting to secure services or assistance from other agencies.

Qualifications
Physical Requirements and Work Environment
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to stand; walk, sit, see, talk and hear, and use hands to manipulate. The employee is occasionally required to reach with hands and arms, climb steps, stoop, bend, kneel, or crouch. The employee is required to supervise students requiring the employee to match walking speed that matches the student and may at times require the ability to run to safeguard students. The employee must occasionally lift (up to 50 pounds), carry, and move students. Employee must occasionally move equipment and/or supplies. The job is performed for the most part in a school setting with occasional outside weather conditions. The noise level is that of a typical school setting.
Minimum Qualifications:
- Bachelor’s degree in Social Work, Family Administration Services OR a combination of education and experience that is similarly equivalent.
- Minimum of three to five years of experience in a related field.
- Proficiency in a second language is a plus.
- Requires knowledge of child care licensing regulations.
Minimum Competencies:
- Proficient knowledge of internet applications and programs including Google technology and Microsoft Office Word and Excel. The ability to learn and utilize the necessary programs for this position.
- Strong interpersonal and professional skills including but not limited to professional appearance, tact, punctuality, and dependability.
- Ability to communicate effectively to individuals and groups both orally and in writing.
- Ability to work cooperatively with supervisors, colleagues, and all agency staff. Ability to provide services for those persons facing economic, social, health, age, and educational barriers.
- Ability to work with children and families with disabilities.
- Ability to communicate effectively with young children and their families.
- Ability to establish positive and productive working relationships with parents/caregivers.
- Ability to work independently or in a team environment (as deemed necessary).
- Perform work in a professional manner that upholds Wayne Metro’s policies and procedures, including Head Start Standards of Conduct.
- Comply with all policies/procedures, State licensing regulations, Head Start Performance standards and GSRP standards. Perform work in a manner that upholds Wayne Metro policies and procedures.
- Ability to represent the agency in a professional manner.
Licensing and Other Requirements:
- Valid identification and reliable transportation.
- Although the Covid-19 vaccination is no longer mandated, it is encouraged. Wayne Metro will always prioritize the safety of our staff and clients.
Travel Requirements:
Ability to travel to various sites.
Work Hours:
Work to be scheduled Monday through Friday with specific hours to be determined by program needs.
