The Role:
This position will be open until filled; applicants will be reviewed as they are received.

The Supervisory Control and Data Acquisition (SCADA) System Administrator, Sr. provides senior level technical support for the Water Services Department's SCADA systems. In this role you will contribute to the planning, purchase, installation, update, and support of the Water Services Department SCADA infrastructure.

Preference will be given to candidates who are proficient in programming software such as Unity, Concept, and ProWorks; and languages such as FBD, Ladder Logic, VBA, .NET, Python and SQL. 

Salary:
This position is:
  • FLSA Exempt, and will be paid a salary regardless of hours hours worked per week.
  • A Grade 416 with an annual salary between $102,797.00 - $154,195.00.
In addition to a generous salary, this position also offers a $5,000 Hiring Bonus!
  
Hiring Bonus* to be paid as follows: 
  • $1,000 after 30 days of employment,
  • $2,000 after 6 months of employment,
  • $2,000 after completion of 1 year probation.
* You must be an active employee at the time the hiring bonus is scheduled to be paid in order to receive the bonus. Current City of Glendale employees are not eligible for hiring bonuses.

Regular status positions offer:

  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave to celebrate their cultural or religious holidays throughout the calendar year. 
  • Vacation leave accrues at:
    •  5.33 hours per pay period (138 hours/17.25* days per year)
    • Increases to 6.12 hours after 5 years
    • Then caps out at 7.6 hours after 10 years of service
  • Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year)
* Days per year estimates are based on an 8-hour work day.

Position Duties

  1. Acts as a lead in the installation, programming, implementation, and startup of SCADA equipment at treatment plants, well sites, lift stations, and other Water Services related sites.
  2. Works in conjunction with Information Technology staff to devise strategic and tactical solutions required to meet overall business objectives of the Water Services Department.
  3. Recommends and develops SCADA technology security solutions considering a number of factors including budget, business need, internal capabilities and strategic direction.
  4. Develops project schedules, prioritizes tasks, and meets project schedule requirements for all phases of SCADA system upgrades for water and wastewater treatment and conveyance systems.
  5. Troubleshoots and repairs plant-wide control systems.
  6. Reverse engineers existing Programmable Logic Controller (PLC) code and updates to current standards in Function Block Diagram (FBD) and develops Defined Function Blocks (DFB) for equipment control.
  7. Plans, installs, and updates point to point and multi-point radio systems, PLCs, and associated hardware, including controls.
  8. Develops, implements, documents, and maintains appropriate back-up strategies for Water Services compliance data for emergency and data recovery needs.
  9. Recommends and maintains standard SCADA procedures and naming conventions.
  10. Ensures system changes and modifications are documented using a change control process and system.
  11. Maintains a PLC program library for immediate restoration of lost or damaged code.
  12. Implements and monitors appropriate SCADA security procedures to safeguard the city infrastructure from physical harm, viruses, unauthorized users and potential data loss.
  13. Programs the SCADA operator interface as required for updates and upgrades.
  14. Provides on call support during non-business hours.
  15. Performs other related duties as assigned.

Minimum Qualifications

Minimum Qualifications:

Bachelor's Degree in Computer Science, Information Technology or Engineering and four years of experience supporting a SCADA system. Additionally, one or more years of experience in a Lead or Supervisory position is preferred.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.  

Knowledge of:
  • SCADA software and hardware systems (GE preferred)
  • Personal computer hardware and software, server computer hardware and software, local area networks, and wide area networks
  • Windows operating system, SQL server databases, and Ethernet based PLC's
  • Project management, change control
  • Data center operation
  • SCADA programming and HMI design
  • Current industry trends and best practices
  • Requirements of NFPA70e Standard for Electrical Safety in the Workplace
Skill in:
  • Maintaining optimal performance of servers, disk systems, storage devices

Ability to:
  • Lead and direct others in the performance of routine and emergency duties
  • Work independently managing multiple assigned priorities and tasks maintaining project schedules and deliverables.
  • Safely operate assigned city vehicle
  • Establish and maintain effective working relationships with others

  • Install, configure, and maintain appropriate SCADA technology to include related hardware and software.
Special Requirements:
  • Ability to work overtime, shifts, weekends and holidays as required.
  • This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.

Physical Requirements: 
Ability to lift 50 pounds to waist height and install equipment in racks and cabinets.

Working Conditions:
Work is performed in both office and field environments.  Field work can be in adverse conditions, including weather/temperature extremes, wind, rain and high noise volume. Occasional exposure to untreated water/wastewater, chemicals and electrical systems used in plant operations.  Must be able to wear appropriate personal protective equipment as needed.
