As of March 28, 2024, this position is part of the Labor and Trades bargaining unit, as defined by the City’s Collective Bargaining Ordinance (Ordinance No. 22-128). in accordance with the Labor and Trades Collective Bargaining Agreement (CBA) effective July 1, 2025. The pay rate cited below will apply to individuals hired into this position on or after July 1, 2025. Future wage adjustments are subject to terms and conditions of the collective bargaining agreement between the City and the exclusive bargaining representative. Starting pay for this position is based on applicable education, experience, and internal equity:
- The preferred hiring amount for a Vehicle & Equipment Technician I is between $21.88 - $25.81 an hour ($45,510.40 - $53,684.80 Annually).
- The preferred hiring amount for a Vehicle & Equipment Technician II is between $25.06 - $29.55 an hour ($52,124.80 - $61,464.00 Annually).

Position Duties
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. - Performs basic preventive and scheduled maintenance, including changing oil, checking fluid levels, cleaning and lubricating parts and rotating tires.
- Inspects vehicles for compliance with safety and emission control standards.
- Reads and interprets diagnostic test results to identify mechanical problems to resolve basic service requests.
- Maintains and follows appropriate procedures for recording data and notes within the department’s work order system regarding inspections, test results, work performed, and parts used.
- Maintains the cleanliness and order of garage shop space, tire bay, and fuel stations.
- Inspects and maintains fuel stations including performing repairs and preventative maintenance as needed.
- Operates various types of vehicles, equipment, and machinery relevant to the tasks assigned.
- Operates a City vehicle in the performance of the job duties, including test driving vehicles to identify mechanical problems.
- Reviews appropriate checklists to ensure that all critical parts are examined.
- Follows safety instructions and attends appropriate safety training.
- Assists higher level mechanics in repairs.
- Responds to road calls and emergency road repairs/tire repairs.
- Responsible for appropriate use and maintenance of City equipment, tools, and other resources, including work time.
- Regular and reliable attendance.
- Subject to being called back to work to the City in emergencies, to include inclement weather, or as needed to provide necessary services to the public. Must have the ability to be contacted and respond based on Departmental guidelines.
- Performs additional duties to support operational requirements as apparent or assigned.
Minimum Qualifications
Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.
- Technical or trade school education in vehicle repair and automotive maintenance.
- High school diploma or GED AND one (1) year of experience in problem diagnosis, repair, and maintenance of a wide variety of automotive equipment.
- Three (3) years of experience in problem diagnosis, repair, and maintenance of a wide variety of automotive equipment.
- An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
Preferred:
- Virginia State Motor Vehicle Safety Inspection License from the MVIP (Motor Vehicle Inspection Program).
Certifications/Licenses/Other Requirements:
- Required to successfully pass a pre-employment background check, pre-employment drug screen (Virginia Department of Transportation), pre-employment physical, and a pre-employment DMV driving record review.
- Must possess a valid driver’s license and must obtain a Class B commercial driver's license (CDL) issued by the Commonwealth of Virginia within 6 months of start date; and maintain an acceptable driving record according to City criteria.
- Subject to DOT drug and alcohol testing regulations.
- Required to provide basic tools to perform the job duties, as determined by the department.

Job Knowledge
- Working knowledge of the occupational hazards, safety requirements, methods, tools, and equipment, including electronic diagnostic equipment, used in the diagnoses and repair of basic mechanical issues of diesel-powered heavy construction equipment, automotive equipment, school buses, City vehicles, and other related equipment.
- Knowledge of the use and operations of related software programs specific to the duties of the position.
- Basic: understands the meaning of commonly used multi-syllable words and simple paragraphs. Comprehends simple written technical instructions, documents, signs, and notices.
- Basic: writes simple letters, paragraphs and sentences containing subject, verb, and object, and/or series of numbers, names, and addresses to provide documentation and record-keeping related to routine and preventative maintenance.
- Basic: Performs the four basic arithmetic operations of addition, subtraction, multiplication, division related to adjusting settings, checking specifications, and other related tasks.
- Basic: provides standard information to and interacts with others outside direct reporting relationships on procedures to identify issues related to the diagnosis and repair on related equipment or general policies. Interaction requires recognizing different points of view to ensure understanding and appropriate response. Establishes and maintains effective working relationships with co-workers and customers.
- Requires General Direction: normally performs the job by following general instructions or established standard operating procedures and/or policies related to routine and preventative maintenance issues. There is some discretion when making decisions among a few easily identifiable choices of the appropriate procedure or policy to apply to duties. Performance is reviewed frequently.
- Basic: uses standard technical skills to provide appropriate preventative and routine vehicle maintenance in the assigned and apparent job responsibilities.

Physical Demands:
- Very Heavy Work: Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 25 pounds of force constantly to lift, carry, push, pull or otherwise move objects.

- Work is typically performed inside, in a shop/garage environment.
- Work is subject to both inside and outside environmental conditions, loud noise, vibration, atmospheric conditions, and roadway safety hazards.
