Primary Purpose:

 

Lead and manage the public relocation process for electric and/or gas organization. Promote and ensure consistent application and service levels to all government agencies for public relocation projects. Establish and maintain excellent working relationships with government agencies. Monitor performance metrics to meet township, county, and state agency needs. Ensure reimbursement policies are properly applied and collections received. Implement Initiatives to improve the public relocation process for customers and government agencies. Work closely with regional Engineering, Contract/Project Management, Work Management and Construction & Maintenance Groups in designing, scheduling, and relocation of facilities to meet various agency need dates. Set direction to reduce relocation costs through conflict avoidance, alternative design, enhanced scheduling and cooperation with government agencies. Responsible for the strategic interface with Township, County and State Agencies. Coordinate, investigate and respond to agency complaints. Provide fiscal and budgetary oversight for public relocation work. Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.

Primary Duties:

 

  • Lead Public Relocation activities across Utility Organization by providing functional oversight and strategic partnerships with regional organizations for engineering and construction of relocated gas and electric facilities. 
  • Establish, monitor, and modify performance metrics to ensure that Public Relocation activities meet agency need dates and staging schedules. 
  • Drives and oversees the development and implementation of short and long term strategic initiatives to close performance gaps. 
  • Oversee the Public Relocation process costs and reimbursement activities. 
  • Interface with key Government Officials to ensure agency satisfaction. 
Job Scope:

 

  • Responsible for oversight of all public relocation activities including the relocation of overhead and underground electric facilities and underground gas distribution facilities.
  • Responsible for developing and maintaining a working relationship with all state agencies.
  • Has a matrix relationship with the following organizations: Electric Regional Operations, Gas Regional Operations, Work Management and Contract and Project Management. Has input into performance evaluations of Associates assigned Public Relocation work in Engineering and Project and Contract Management Organizations.
  • Oversight of Public Relocation activities up to $60 million in expenditures and $35 million in reimbursable projects.
  • Functional oversight of Public Relocation activities including 25 -30 regional employees.
  • Develops strategic initiatives to obtain cost reductions while creating excellent agency satisfaction.
  • Interfaces with senior management, regional organizations, contractors, regulators, and government officials as necessary.
Minimum Qualifications:

 

  • Bachelor's degree in Engineering, Business Administration or related field.
  • 7-10 years of delivery experience, including 3-5 years as a supervisor or manager.
  • In lieu of Bachelor's degree, Associate's degree and 9-12 years of relevant experience.
  • Demonstrated knowledge and understanding of distribution engineering and construction practices.
  • Proven leadership ability in a high performance culture.
  • Proven high level project management skills.
  • Demonstrated ability to achieve results, build consensus, establish trust, communicate effectively and foster culture change within a matrixes organization.
  • Self-initiator with the demonstrated ability to develop and implement process enhancements and efficiencies including technology and performance.
  • Demonstrated business acumen, strategic planning, customer awareness and ability to create value / eliminate non-value activity.
Preferred Qualifications:

 

  • Graduate degree or Graduate Level work in Engineering, Business Administration or related field.
  • Civil Engineer experience is preferred in Construction Utility or Governmental Agencies.
  • Certifications in Engineering or Project Management are highly encouraged (PE or PMP)
